Arcadia is a small city on the Old World. It will house a monorail line with links to many cities once its transit centre is rebuilt.
As different people were "Mayors" of different districts, the multiple-Mayor concept paved the way for the creation of Shared Municipalities and Metropolitan Planning Organizations.
