The following is the legislative history of the Central North Association. This is not meant to be a list of current CNA legislation, but a history of all legislation passed, rejected, and repealed. For an accurate list of current legislation, see the Central North Association page.

Normal legislation must be approved by a majority of the General Council, the Governate, and one other Senior Council member to pass. Constitutional amendments must be approved by 2/3 of the General Council and the entire Senior Council to pass.

Legislative Voting Amendment (CONSTITUTIONAL AMENDMENT)  Rejected 

This amendment redefines the role of members who cannot attend meetings.

This amendment amends Article 2:

  • Representatives for players who cannot attend meetings may argue, but may not vote on their behalf.

This amendment amends Article 3:

  • Laws must be proposed on the wiki or at a meeting. The law may be amended at the meeting at which it will be voted on.
  • After the meeting is over, voting will remain open for non-inactive members to vote until a majority is reached for either side, for simple legislation, or until a certain quota is reached or cannot be reached for other types of legislation, such as constitutional amendments, as defined in the Constitution.
  • Proposed legislation can be voted on without a meeting with the unanimous approval of the Senior Council and the Head General Councillor.

Responsibilities of the Head General Councillor Act  Passed 

This act defines the responsibilities of the Head General Councillor as such:

  • The Head General Councillor is responsible for conducting the General Council vote for all proposed legislation, and submitting any passed legislation to the Senior Council for approval.
  • The Head General Councillor is responsible for investigating possible corruption of the Senior Council, in secrecy if necessary.
  • The Head General Councillor is responsible for ensuring that the Senior Council does not overreach its boundaries and ensuring the General Council is represented.

Legal Procedure Amendment (CONSTITUTIONAL AMENDMENT)  Passed 

This proposal, which would act as a Constitutional amendment, moves Article 4 of the Constitution into a subsection Article 4a regarding legal procedure during a criminal lawsuit, which for the purposes of the CNA will be defined as a lawsuit against a player accused of violating the law of the CNA. It also adds the clause that a guilty verdict may be appealed to The Federation Civil Courts.

This proposal will also amend Article 4a to include that a criminal lawsuit requires only a single judge, who will be a member of the Judicial Council.

Article 4 will also include the following subsections:

Article 4b will detail the procedure for a judicial review lawsuit, which will be defined as a lawsuit which challenges the standing of an existing statute, policy, or previous court order as conflicting with the Constitution of the CNA. The procedure in such a case is as follows:

First Arguments: After the case is filed, the Judicial Council will hear a brief argument on why the case should go on, and a brief counterargument. The Judicial Council will then meet and decide if the argument is strong enough to proceed.

Presentation: The plaintiff will begin by presenting their arguments to the Judicial Council regarding the grounds of the judicial review lawsuit.

Counter-Presentation: The party which has chosen to defend the statute being challenged with their legal counter-arguments.

Rebuttal: Each side will have a chance to rebut the other's arguments, and will have alternating turns at rebuttal. This continues until each side has decided to stop, or the court rules that continued rebuttal would be a waste of time.

Review: The Judicial Council will then meet privately to go over the arguments presented and determine the outcome.

Any decision may be appealed to The Federation Civil Courts.

Article 4c will define the powers of the Judicial Council:

The Judicial Council has the power to preside over the court of the CNA. In a criminal trial, the Judicial Council has the discretion to take action to ensure a fair trial. This includes preventing the jury from hearing certain types of questions to a witness, if they are deemed to be prejudicial and violate the rights of the defendant to a fair trial. Any Judicial Council member may issue a binding court order in any situation where deemed necessary to protect the rights of an individual or to prevent the violation of the laws and Constitution of the CNA. These court orders can be challenged in court in the same procedure as a judicial review lawsuit. Any decision made by the Judicial Council can be appealed to The Federation Civil Courts.

This proposal will also amend Article 3:

The fourth clause in Article 3 will be replaced with "Legislation is subject to review by the Judicial Council in a judicial review lawsuit."

Border Extension Amendment (CONSTITUTIONAL AMENDMENT)  Rejected 

This amendment amends Article 9:

  • The jurisdiction area defined in this article may be added to through simple legislation, passed in accordance to the procedure set in Article 3. However, parts of the jurisdiction area may not be removed without a constitutional amendment.

The Federation Membership Act  Passed 

Under this act, new members of the Central North Association must be registered as members of The Federation Mayor's Council or Justice Council as a prerequisite for membership. All previous members when this act is passed must join The Federation Mayor's Council or Justice Council within a week of this act being passed or be automatically marked inactive. This does not apply to members who are Councillor rank.

Definition of Inactivity Act  Passed 

1. The nomination of a delegate to a meeting will count as attendance for one time only.

2. Three consecutive meetings without physical attendance but with a delegate designated is considered inactivity, as is two consecutive meetings without any delegate nominated.

3. Two consecutive meetings without attendance but with a designated delegate does not trigger inactivity.

4. Inactive members are not counted in voting for officials or towards the Quorum Law.

5. An inactive member can only become active again by physically attending a meeting.

6. The Senior Council may waive clause 2 in certain cases e.g., living in the Western Pacific, real-life issues, etc. with a unanimous vote, provided that the exempted member be designating delegates to attend in his/her place.

War Scenes Restriction Act  Passed 

1. War scenes are defined as when a large amount of armor stands and/or other builds are placed in an area to simulate an attack.

2. War scenes shall not be placed by a CNA member in the town/city of another CNA member without express permission from the hosting town/city's owner.

Removal of Members Amendment (CONSTITUTIONAL AMENDMENT)  Passed 

This amendment amends Article 6 of the Constitution of the CNA, as such:

  • A member of the CNA can be removed as punishment for a crime, or removed from a position on the Senior Council or Judicial Council or as Head General Councillor, if convicted at a proper trial and sentenced to removal by the Judicial Council.
  • This action can be reversed by a legislative act passed by a majority of the General Council and approved unanimously by the Senior Council.

Judicial Separation Act  Passed 

This act prohibits any member of the Judicial Council of the Central North Association from acting as a Civil Court Justice in The Federation, and vice versa, or face automatic expulsion from the Judicial Council.

Northeast Development Board Authorization Act  Passed 

This act authorizes the following project:

  • The Senior Council will create a Northeast Development Board to encourage the development of the northeast region of the new world.
  • This board will consist of the Senior Council members, any officials from The Federation with jurisdiction over the project (if The Federation chooses to participate), and any additional members decided by the existing board members that would be beneficial.
  • The Head General Councillor is responsible for auditing the board.

B112 Authorization Act  Passed 

This act authorizes the Central North Association to submit a proposal to the GSM for a B-class highway between Nippia/Liten and Saint Anna, and, should the road be approved, to commission the construction of the road, either by direct construction or by the hiring of a private contractor, under details to be decided by the Senior Council.

Revised Legislative Voting Amendment (CONSTITUTIONAL AMENDMENT)  Passed 

This amendment redefines the role of members who cannot attend meetings.

This amendment amends Article 2:

Members may appoint a delegate to represent them at meetings. Delegates may vote on behalf of the persoon they represent if that person tells them how to vote. If the player being represented would rather vote for themselves, they have the option to do so.

This amendment amends Article 3:

Laws must be proposed on the wiki or at a meeting. The law may be amended at the meeting at which it will be voted on.
