The Congress of the City-State of Kitania was the legislative organization of the City-State of Kitania, which was democratically elected. The Congress decided on laws for the City-State, before the Congress was disbanded and replaced with the Parliament of the City-State of Kitania.
Elections were controlled by the Kitania Election Commission.

This act details the rights and liberties that citizens and visitors of the City-State of Kitania do not have.
- Players are not entitled to freedom of speech. The government may prosecute any player for anything they said or are accused of saying.
- Players are not entitled to due process. Trials are not guaranteed to be fair and the government may use pseudo-trials or deny a trial altogether.
- Players are not entitled to fair democracy. Any elections may be rigged or structured in favor of individuals selected by the government.

Act 8 - Continuity of Government Act Passed
This act establishes a continuity of government plan in the event that the President is banned. This plan will go into effect immediately in the event that either 1) the President is banned, or 2) the President orders the plan be put into effect by executive order.
In the event that the plan is initiated, the following will occur:
- The Vice President will immediately inherit the title of President. The new President will be able to decide on the future of the City-State of Kitania.
- The new President, for each province, must choose whether or not to keep the province. If the new President decides not to keep the province, it will be separated from the City-State of Kitania and given to the Deputy Mayor of the province, appointed by the previous President. Should the President later decide to give away the province, it must be given to the Deputy Mayor appointed by the previous President.
- Should the Deputy Mayor appointed by the previous President inherit the province, they may give away the province to anyone should they think it be necessary.

This act establishes the legal basis for a referendum, to occur at a time established by the next Congress, which will determine whether or not the City-State of Kitania will secede from the MRT server.
The referendum will ask the following: "Should the City-State of Kitania secede from the MRT, or remain part of the MRT?", of which the answer choices will be: "Secede" and "Remain". The eligible voters in each Congressional District will vote by Congressional District in the referendum.
