The Kitania Energency Management Organization, or KEMO, is the agency of the City-State of Kitania which manages emergency events within the City-State. The agency, which works closely with the KIA, keeps alert levels of all cities within the City-State of Kitania, and also announces specific alerts for all cities.

Zaquar - Air Defense Watch in effect until further notice

The Kitania Emergency Management Organization has issued an Air Defense Watch for the province of Zaquar, denoting a possible military attack by air, effective until further notice.

The City-State of Kitania has re-established control over Zaquar following the conclusion of the Kitania Civil War. A heightened alert level remains as rebellious elements are believed to remain at large. Martial law is in effect for Zaquar.

The alert level for Zaquar has been lowered to orange from its previous state of red.

Zaquar - Naval Defense Watch in effect until further notice

The City-State of Kitania remains on alert following the conclusion of the Kitania Civil War.

KEMO maintains four different alert levels, which are applied individually to each province and occupied territory of the City-State of Kitania. The following alert levels are used by KEMO:

•  GREEN  - There are no alerts for this province/territory.
•  YELLOW  - There is a possible or non-specific threat to this province/territory.
•  ORANGE  - There is a credible, specific, or imminent threat to this province/territory.
•  RED  - There is an active emergency situation in this province/territory.

Named Alerts

KEMO will issue specific emergency alerts to provinces and territories under threat by an emergency situation. These alerts are listed below.

General Emergency Advisory	A heightened alert level is in effect due to a general but non-specific threat of unspecified emergency conditions.
Air Defense Watch	A military attack by air is possible.
Air Defense Warning	A military attack by air is expected, imminent, or in progress.
Naval Defense Watch	A military attack by sea is possible.
Naval Defense Warning	A military attack by sea is expected, imminent, or in progress.
Ground Defense Watch	A military attack by ground is possible.
Ground Defense Warning	A military attack by ground is expected, imminent, or in progress.
Nuclear Defense Watch	An attack using nuclear weapons is possible.
Nuclear Defense Warning	An attack using nuclear weapons is expected, imminent, or in progress.
General Defense Advisory	A heightened alert level is in effect due to a general but non-specific threat of military attack.
Terror Watch	A terrorist attack is possible.
