This resolution was started to replace frankbros429 as the transit commissioner for the League of Cities, due to concerns that he was not qualified for the position. It was started by KittyCat11231, the deputy secretariat of the LoC as well as representative of the City-State of Kitania.

Resolution 2  Finished 

This resolution is a follow up to the previous one. It is to appoint a new TC, to replace the current one. The new TC will be voted in by a majority. Nominations, including self-, accepted from anyone Trustee and above. The end date for voting has not been decided yet; it will likely be before a future GA meeting.

Resolution 5  Passed 

Change in voting procedure (text taken directly from resolution form). 15.5 votes for a resolution needed to pass that one.

5.1: The final vote in the event of a tie be given to the Secretariat, who is essentially the Leader of the LoC. It would allow someone who's higher up on the ladder of the LoC to help make the call in the event of a tie.

5.2: A General Assembly Chief shall not cast his or her vote unless it is needed to break ties, as is it his duty. He or She must keep the intended vote confidential to not sway votes one way or another.

5.3: A General Assembly Vote shall not last more than 2 weeks.

Member Notes:

1 I suggest having a final showdown between the 2 candidates before letting Secretariat or GA voting, as we are doing right now. If the final showdown doesn't help the tie broken either, then they should vote.

2 Note: Alik (Chief Justice) is doubtful of Proposed Rule 2. Does this mean JamesGaming cannot vote at all? I would suggest completely removing the tie vote power from the General Assembly Chief, and give it solely to the Secretariat (as per Rule 1).

3 In the event of a tie, where all member cities have not voted, or voted for somebody else that has been ruled out of the final showdown (see Note 1), I suggest an extra week to let these cities vote. Then if this results in another tie, we hand over to the Secreteriat (as per rule 1).

4 Janghwa City lacks support for the second rule, as it bluntly singles out JamesGaming from majority of voting events. Furthermore, on the claim that a single-person decision may not affect of a consensual vote like the LoC resolutions, where this really affects are the percentage-then-decision situations. If there are two sets of votings for example, and the second voting poll's choices are dependent by the first votes, then tiebreakers aren't really a thing, yet with further prohibition of even a single player can cause inaccuracies, and eliminate choices that could have been saved if JamesGaming were to vote.

Leaders' Thoughts on the Member Notes

1 There should be a final election in case of tie in primary election. Tied candidates go to final in case of tie. If another tie results, S or GA then votes.

2 Tie breaker vote given to Secretariat, instead of GA.

3 Extra week given in case of tie and a needed final election. Basically concurs with Note 1.

(Resolution 5.1) The Secretariat is granted the tie-breaker vote.

(Resolution 5.2) Tie Vote will be confidential and given after all other voting has finished.

(Resolution 5.3) Cities will have 2 weeks to vote on resolutions, with an additional week given in event of additional voting.

1I think instead of saying only one, we limit it to three or four. There are so many potential offices to hold it doesn't make sense to elect a different person for every single one and then there's also IRL stuff, activity issues, etc. jphgolf4321 (talk) 17:09, 7 December 2015 (EST)

2I think that a person should be allowed to hold 2 positions. On an unrelated note, holding GA meetings with most people present would be a good idea in that the resolutions can be directly discussed, modified, and passed at the same time instead of having to go through notes and re-modify/pass resolutions. 3I think that if someone is going for a position an already have another, they need to get more than 75% of the cast votes to et the position. If they do not meet this target but get a majority, the people who voted for them must vote again.

Outcome

The new policy will be in effect starting second terms of all officers (March).

Resolution 7  Passed 

This resolution is to prevent single players from excersizing more power over the organization than others. The provisions of the resolution are as follows:

  • A town mayor may only be represented by one vote (or one half-vote for observer cities) in any resolution.
  • Players with multiple cities must organize them as follows, either:
    • All cities are included in one inter-city organization that is represented in the League of Cities, or:
    • Only the flagship city is represented in the League of Cities, and other cities are considered territories of the flagship city

Example A: KittyCat11231 owns Nippia, Kitania, Zaquar, and Zicronia. None of them are direct members of the League of Cities, however, they are all provinces of the City-State of Kitania, which is a member of the League of Cities. Therefore, KittyCat11231 only gets one vote in the League of Cities, under the City-State of Kitania.

Example B: Camelfantasy owns Formosa and Fort Yaxier. Formosa is a prominent member of the League of Cities, but Fort Yaxier is not, as it is treated as a territory of Formosa and therefore shares Formosa's membership in the League of Cities. Therefore, camelfantasy only gets one vote in the League of Cities, under Formosa.

This resolution is designed to ensure that all members of the League of Cities have equal power and to prevent players with multiple cities from excersizing more power over the organization.

This rule will not apply to shared municipalities. Different cities within an SMP can choose to be represented separately.

1In the case of a member part of a shared city, which is not an smp, then they have a second individual city, that member should have the vote of their own city as well as a joint vote with the members he shares a city with

Resolution 8  Passed 

This resolution seeks to change how the Deputy Secretariat is appointed. Essentially, upon the reelections of all League of Cities positions, instead of a separate election to appoint the Deputy Secretariat, each nominee for Secretariat would have to appoint a running mate, who would be Deputy Secretariat if the nominee won.

This resolution is to find members' preferences for a color scheme of LoC department offices in Armada. Colors include all 16 clay colors plus hardened and regular clay, for a total of 18 choices.

Resolution 10  Passed 

This resolution is designed to prevent stupid and pointless resolutions from wasting the LoC's time, while maintaining the democratic nature of the resolution process.

If passed, the following procedures will be implemented:


  • Any LoC member can formally propose a resolution to the leaders, however, it will not immediately be put up to voting.
  • After a resolution is proposed, the leaders will have 48 hours to review the resolution. Four out of the five leaders must reject the resolution within that time frame to not continue the resolution to general voting.
  • If 4/5 of the leaders vote against a general vote on the resolution within 48 hours, it will not be put up for general voting.
  • If less than 4/5 leaders vote against a general vote on the resolution within 48 hours, it will be put up for voting for all League of Cities members.
  • Leaders who reject a resolution must include a valid written reason. Leaders are not allowed to reject a resolution for voting because of their ideological opinions and are only allowed to reject resolutions for general voting because they are either of non-importance or a waste of time. Any leader who violates this rule will have their vote not count, for both initial review and general voting, and will receive an infraction, two of which will expel them from their position. This prevents leaders from blocking the democratic process of the LoC.
  • If a resolution is rejected by the leaders, a notice will be added to the wiki on this page noting the written reasons given by each leader who voted against opening the resolution to general voting.

All future resolutions will follow the process above.

Resolution 11  Passed 

This resolution will outline the procedure for the League of Cities judicial system.

The judicial system will be centered around the International Court of Justice. The head of this court is the LoC Chief Justice, who is regularly elected with the rest of the leadership positions. The Chief Justice is responsible for making decisions in cases brought before the court.

Any player who is accused of violating League of Cities policies will be brought before the International Court of Justice. The accused player is entitled to an attorney of their choosing, or to defend themself. The player has a right to plead guilty or innocent. A guilty plea will lead to immediate punishment. An innocent plea will lead to a fair trial.

Any leader of the League of Cities may act as the prosecutor in a case unless they are the player standing trial. If the Chief Justice is on trial, the secretariat will act as justice for the trial.

Players may sue other players for violations of policy as well. The lawsuit must be rejected by 4/5 leaders to not immediately go to trial, unless any leader or the League of Cities itself is being sued.

Leaders of the League of Cities, as well as the organization itself, are NOT exempt from legal action in the International Court of Justice.

If a player is found guily after a trial, or pleads guilty without trial, the Chief Justice will decide the punishment for the player. This punishment 'cannot include any confiscation of property, including money, and cannot go beyond the reaches of the power of the League of Cities.

All trials will be public.

1: Even though OPEC supports the formation of a proper judicial system (and is one of its 5 goals), OPEC feels that there is no purpose of a judicial system if there is no standard, peer-based law of the land to use and make legal decisions on. We should focus on that first before considering the establishment of a judicial system. By setting up a ICOJ with no law gives the Chief Justice way too much power, and decisions will vary from every elected judge to the next, causing major disagreements.

The law you refer to is the LoC Policies page. In addition, we may have a jury of several randomly selected people for the peer-based part. We will discuss this at the Feb meeting, and feel free to suggest improvements/ideas. - Camelfantasy

Resolution 12  Did Not Pass 

AKA: Anti-Corruption Resolution

This resolution amends League of Cities Policy 1051.

The goal of this resolution is to prevent special interests from affecting the elections process of the League of Cities. The resolution proposes the following:

  • Candidates may not accept monetary donations of higher than $20 from any player or organization, including their own political party.
  • Any candidate who violates this will be expelled from the election and receive disciplinary action.
  • The League of Cities will create a new Election Commission, to be led by the Deputy Secretariat, to enforce these rules.

Just as he stated, parties aren't able to pay sufficient salaries to its staffs if this resolution was to be passed. This rule means that anyone paying over $20 to anyone among political parties are immediately condemned as corrupt, in which would sometimes be inaccurate. Unless if the party was communism, salaries and money exchanging would be very important among all parties. -HSY

This resolution amends League of Cities policy 1053.

This resolution acts as a check on the power of the leaders, and is a follow up to Resolution 10. If this resolution passes, the following policy will immediately take effect:

  • If a resolution is rejected by 4/5 leaders within 48 hours of proposal and does not go to general voting, the player who proposed it can get the signatures of 10 other League of Cities members (not including observers) to immediately put the resolution up for general voting.

This resolution seeks to enforce spending rules for the League of Cities to prevent large purchases from being made without the consent of League of Cities members.

If this resolution passes, the following policies will take effect:

  • All major spending conducted and sanctioned by the League of Cities as a whole must be approved by resolution or by General Assembly meeting.
  • No League of Cities member can be required to contribute any money to any purchase, or be threatened with punishment if they don't do so.

This resolution is in order to prevent inactive officers from taking up space in the League of Cities.

The following policies will come into effect regarding officers:

  • If an elected officer of the League of Cities is inactive for a period of 30 days, the Secretariat will appoint a temporary replacement officer to fill their seat, who must be confirmed by a majority of the leaders.
  • After a temporary replacement officer is appointed, if the elected officer returns within another 30 days, the replacement officer must step down and return their position to the elected officer.
  • If an elected officer of the League of Cities is inactive for a period of 60 days, a special election will be held to appoint a new officer for that position, which will be held by resolution, unless it is within 14 days of a General Election.

The following policies will come into effect regarding leaders:

  • If an elected leader of the League of Cities is inactive for a period of 30 days, the Secretariat will fill the leader's position, or appoint the Deputy Secretariat to fill the leader's position, unless it is the Secretariat who is inactive, in which case the Deputy Secretariat will fill their position.
  • If an elected leader of the League of Cities who is not the Secretariat is inactive for a period of 60 days, a special election will be held to appoint a new leader for that position, which will be held by resolution, unless it is within 14 days of a General Election.
  • If the Secretariat of the League of Cities is inactive for a period of 60 days, the Deputy Secretariat will inherit their position and appoint a new Deputy Secretariat.

This resolution proposes a road system to be used by all LoC members (Cities who do not have roads are exempt from this resolution), making transport by road easier for LoC Members, officers, and non-LoC users (except if the road is locked away from non-LoC users). Each city will have its main road/intercity road(s) (depending on rank). Roads that connect between LoC offices/GA(s) must be recognized due to the sheer need by the LoC users. If this resolution passes, the following policies will be implemented:

  • The voting period for a resolution will be shortened to one week.
  • Any issues decided at a General Assembly Meeting carry the same weight as a Resolution.
  • A roll call will be conducted at the beginning of any General Assembly Meeting to record the usernames of the players present. The names will be recorded by the General Assembly Chief or an appointee.
  • Votes conducted at a General Assembly Meeting will be done through a basic tally (ie: Strawpoll). The votes will be recorded by the General Assembly Chief or an appointee.
  • Players unable to attend a meeting are given 24 hours following the meeting to approve or reject decisions made at the meeting. Resolution 19  Did Not Pass 

This resolution will create rules for elections, specifically ballot counting, effective as of the September 2016 election. The main purpose of this resolution is to preserve anonymity in the voting process by preventing leaders and other players from knowing the specific votes of other players.

The following policies are proposed:

  • The members of the League of Cities will elect a ballot counter, to be considered an officer of the League of Cities. The purpose of the ballot counter is to preserve anonymity in the voting process, by preventing leaders from viewing player's votes.
  • The ballot counter is the only player who may view any player's specific votes. If the ballot counter shares details of specific players' votes, he/she will be expelled from their position.
  • The ballot counter may not publicly endorse any candidate in a general election.
  • The ballot counter may not run for another position at the election after they are elected.
  • The ballot counter's job is to count the number of votes for each candidate in a general election. They must count and then recount at least twice.
  • Ballot counters may only have one term in office. After a ballot counter is elected at a General Election, he/she will be responsible for counting the ballots at the next General Election.
  • The first ballot counter will be elected by resolution, which will immediately go to voting following the passage of the resolution.
  • If a ballot counter is offline for 7 days following the closing of polls in a General Election, an emergency replacement ballot counter will be elected by resolution.
  • Following an election, the incumbent ballot counter may be paid for their services (this part will be discussed at the next GA Meeting).
  • Unlike other official positions, the ballot counter does not necessarily need to be a member of the League of Cities.

Anonymous voting lets corrupted data be far easier to manipulate of, and also, we don't have an issue with voting right now, depite no anonymity. Resolution 20  Did Not Pass 

This resolution amends Policies 1053, and also proposes 1054. It would be considered as a follow-up to Resolution 10.

Proposal to Resolution Process

Any League of Cities member can formally propose a Resolution or a Poll to the leaders. However, it will not be immediately put up for voting. After a proposal is made, the leaders will have 48 hours to review the resolution. Four out of the five leaders must reject the resolution within that time frame to not continue the resolution to general voting. If 4/5 of the leaders vote against a general vote on the resolution within 48 hours, it will not be put up for general voting. Instead, it will be put up as a poll. If less than 4/5 leaders vote against a general vote on the resolution within 48 hours, it will be put up for voting for all League of Cities members as a Resolution. If the proposal is made as a Poll, It will require all leaders to reject the Poll in order to prevent it from being put for general voting. After a proposal is rejected, the proposer may collect signatures of 10 members to directly put it for voting.

Differences between a Poll and a Resolution

A Resolution is a formal proposal, affecting a vast amount of members and cities. A Resolution might be used to change a lot of things, ranging from replacing officers to create new rules and offices. A Poll is also a completely formal way of proposing changes, though, the changes would be much smaller compared to what a Resolution does. A Poll would be used to ask about general opinions of members about certain things, make minor changes to the policies, and anything that wouldn't have large effects compared to the effects of a Resolution.

How a Poll is proposed

A poll is proposed in the same way as a Resolution is proposed, by either specifying that the proposal is a Poll, or that a Resolution proposal gets rejected by 4/5 of the leaders. If that happens. The propsal will not be rejected, but will be accepted as a Poll. A new wikipage will be created for the Polls. The Polls will use the chart used in Resolution 1.

Yes, we can, though it would cause concerns of authenticity among members. A plan was expressed by Camel about adding an poll system, and it was indeed added (Archiving resolutions), though it appears more like a one-off poll and not something for public use. The plan is to make polls under the LoC umbrella available for all players to discuss stuff that's still important but not too important to make it a full-fledged resolution. One problem with this is that it is still very easy to impersonate someone else, and to spam it, as seen with past Forms where there have been quite a number of trolls, despite promised severe punishments. For the first part, we could simply generate voting codes for each member that would be known only to them and anyone counting the votes. Makes sense, though one of my goals with polling is also that it won't require much maintenance from leaders. If we tried to give out codes for polls then creating and maintaining polls would be way harder than our current system with resolutions. It's also worth noting that polls are meant to be used for small disputes and stuff, and I believe it would be pointless to try to give codes for something like that. I will once again recommend Resolution 1 chart, it's very suitable for my needs from a poll, and lists only cities that explicitly agree or disagree with the poll. If this resolution passes, the Founder will become a position that can be removed by a 2/3 vote by all League of Cities members in the same process as the removal of any other leader. This is a follow-up to the amendment of Policy 2030. Provided the motion passes, it would create the new Policies 2030.1 and 2030.2, which would read as follows:

2030.1

Upon removal of the Founder, he will keep his title but his powers will be transferred to a replacement elected by Resolution to be known as the Consul.

2030.2

The Consul is to be elected from the pool of leaders of current non-observer members of the League of Cities. There will be no campaigning, as every non-observer city's leader will be a candidate for the position. If the elected Consul declines his appointment, subsequent ballots will be cast until a winner who wants the position can be determined.

1 Policy 255 says the Founder would nominate a successor should he leave office, which will then be confirmed by 80% of voting cities. Camelfantasy (M e h) 22:19, 12 March 2016 (EST)

2 As I said on the proposal page, 2030.1 and 2030.2 would take effect only if the Founder were removed by vote of the General Assembly. If the Founder were to retire on his own, then he would be allowed to name his successor.

Resolution 25  Did Not Pass 

This resolution establishes a proportional voting system for all elections where there are more than two candidates running. This also applies in resolutions with more than two options.

  • Voters will be asked to rank candidates in order of preference. They do not need to rank all candidates.
  • The first place votes will be tallied first. Then, the last place candidate will be eliminated, and the voters for the last place candidate will have their second choice vote added to their second choice candidate.
  • Then, the candidate who becomes last place will have their voters' next choice vote moved to their next preference.
  • This process will continue until only two candidates will remain, one of which will remain based on first, second, third, etc place votes.

1 Despite my liking of this concept, I find this hard to grasp when the time and the amount of value the LoC Voting gets to us are limited. In this case we must vote numerous times to complete one resolution or poll, and that would not only waste our time, but also take away our remaining concern for the LoC. I believe this resolution is smart and ideal IF the LoC were to hold far more value (like New Zealand flag change or Olympics/World Cup bid process), yet then again, lacks the concept of balanced time management and effort. -HSY

26.1):

With 4/5 Leader approval, the League of Cities may demote member states to observer status as it sees fit. Demotions would last in increments of one month and may be extended or cut short at the discretion of the Founder, Secretariat, or Deputy Secretariat. In order to veto a demotion to observer, a simple majority of the General Assembly must vote in favor.

If demotion to observer status is extended past the point at which it adds up to more than three months, the state will be removed from the League of Cities until that time expires (unless vetoed by the General Assembly), at which point it may rejoin as an observer for a month. If at the end of the month the Leaders see fit, the state may be promoted to full membership.

26.2) If passed, there will be different ranks in the LoC. The ranks will work like the MRT rank system. there can be different permissions for different ranks.

26.3) This resolution, if passed, changes the inauguration timing after elections to make them make more sense. The new policy would read as follows and take effect immediately:

After an election, the new leaders and officers will officially be appointed to the position by the Founder during the first weekend after the elections.

Note: if passed, inauguration of officers elected in this March's elections would be the first weekend after the resolution passes.


26.4) Since the whole seconding resolution proposals thing that's been in effect since October is only being enforced now (and this is the first I've heard of it), I think the matter should be put up for voting by the General Assembly. If the motion passes, it will create a new Policy (to be numbered later) making the rule official. If it fails, seconding resolution proposals will not be a thing, and no new policy will be written.

Resolution 27  Nominations Finished 

This resolution seeks to elect a new General Assembly Chief following the resignation of mine_man_, the GAC-elect.

Nominations must either be seconded by another player or endorsed by a political party. In accordance with LoC policy, no player may hold more than one position in the League of Cities.

Resolution 28  Did Not Pass 

Amendment to Policy 1020

This amendment seeks to rewrite policy 1020 so that, in order for a player to be demoted to observer or be removed the proposal must go through the same proposal process as a resolution. If the proposal is passed by the leaders with a 4/5 majority it will then be voted on by the general members. If the proposal passes by 3/4 in favor or more the Member will be demoted to observer a reasonable amount of time(No more than a 45 days). If the goal is to remove the member a court case must be held to the public to provide evidence for the demotion as well as determine whether or not the member will be demoted.Should the judge give the go ahead to remove the member the action will take place accordingly. If the judge decides against the removal the member will be left at observer for a 1 to 3 month period of time. After this time the member will be instated unless evidence is given to keep the state at observer for a longer period of time or remove the state based on evidence and a court case. Should the member be left in the LoC as an observer again they will have a 2-4 month period as observer where after they will be instated unless there are anymore objections in which case the member will be excluded from the LoC for up to 6 months after that can apply to be reinstated as an observer until the following GAC meeting where a vote of all the attendees as well as people that vote within the next 3 days can decide whether the member can stay or be excluded from the LoC permanently. The removed member can appeal the decision 6 months after their removal in which case an 85% majority of all members of the LoC must vote in favor to reinstate the member as observer permanently.

I personally think, if observer demotions go through the same process as a resolution, then it should be exactly the same process as a Resolution. That would mean anyone could propose a demotion with a seconder, it would take a 4/5 veto to prevent it from going to the GA, and a simple majority would be enough to enact the demotion. The time periods and court cases I have no problem with, but I do think the permanent observer reinstatement thing should also be the exact same process as a Resolution (proposal with seconder, 4/5 to veto, GA majority). jphgolf4321 (talk) 18:49, 28 March 2016 (EDT)
