The Thousand Hour Clause, or KHC, is a clause of the general construction rules of the MRT server. Its purpose is to facilitate the completion of builds, and provide a time limit to which builds may remain in a work-in-progress stage before any member may request their removal or an ownership transfer.

What constitutes an incomplete build

An incomplete build is a player-made creation on the main MRT server that is under construction but has not been completely finished. This includes (but is not limited to) work-in-progress skyscrapers, public transit stations, large public facilities, and houses. In general, if the exterior of the building has not been finished, the structure is considered incomplete and may be subject to KHC.

The exterior of the building does include roofs. Roofless buildings are considered incomplete.

Windows or solid walls must be present on all exterior vertical surfaces of the build in question unless having an open space serves an aesthetic or functional purpose (such as a patio or deck). Builds that contain holes in the exterior walls large enough for a horse to pass through them (2x2) may be considered incomplete.

What constitutes substantial activity

A build is considered to have substantial activity if its primary builder is active on the server and noticeable work is put into the build to progress it towards completion. In general, work like adding a new floor or redesigning the exterior walls of a building is considered substantial, while changing signs on the exterior of the building is typically not considered substantial. The decision of whether to categorize changes as substantial is usually left to the discretion of the staff.

Decorations

If the only thing left to do on a build is decorate its innerds, it shall be considered complete and can only undergo removal or an ownership transfer with the permission of the primary builder.

This clause of KHC protects apartment buildings from being removed while tenants decorate their apartments, since the actual apartments are typically empty until occupied and then decorated. Therefore, the insides of builds are ignored when considered them for KHC-related actions.

Why 1,000 hours?

When blockchecking, CoreProtect reports events by displaying the number of hours that have passed since the event. 1,000 hours is an easy number to remember when performing blockchecks, so it is used as the official gauge of inactivity.

1,000 hours is approximately one month, which is easy for members to remember. The rules documents on the website state that any build older than a month may be subject to KHC, because one month is an easy time span for members to keep track of. However, the official gauge used in blockchecks is 1,000 hours.

Enforcement

If you believe that a build may qualify for removal or an ownership transfer under KHC, message a moderator or administrator on the server and request a blockcheck. Builds that meet the requirements for KHC will be removed or have their ownership transferred to you immediately (note that some builds may require assistance from an administrator to complete a transfer). Builds that are close, but do not quite meet, the requirements (i.e. are 800 hours old) will not be removed, however the staff member providing the blockcheck may tell you the primary builder so you can contact them and arrange for an ownership transfer before it is done under KHC. In these cases, please talk to an admin to complete the transfer if (and only if) it is approved by the owner.

Admins do not regularly patrol buildings. It is up to you to identify them and bring them to the attention of the staff.
