NC1 (1 Nov 2017-1 July 2018)

NC1 was the first iteration of the North Coast. It was founded on 1 November 2017, and dissolved on 1 July 2018 by virtue of Proposa 7: Proposal to Disband the North Coast MPO, which was ratified on 16 June 2018. Legislation in this period of the North Coast were called "proposals," and many proposals were polls rather than major changes to the organisation itself.

Proposal 2: Winterside West Reconstruction Plan

The current Winterside West Station with rail crossing and all currently layed out rail should be demolished, so a monopolistic rail company can run services there and limit the power of the NC's transport department 

Voting can be 1 yes, 2 no-alternative routing, 3 no-cancelling of RaiLinQ line, 4 no-NC in total should have a meeting with RaiLinQ and decide rather than just Needn_Nl and RailinQ

Proposal 6: Transport for the cities

Vote to either have the bus system centralized, or decentralized to the people, reasons for either can be discussed in general, vote a for centralized, vote b for decentralized, vote ab fore neutral. Voting time limit is 24h for Creeperville and Winterside and 48h for Hendon City to collect votes from all it's member towns, but with the question to vote as soon as possible. Thanks!

Proposal 7: Proposal to Disband the North Coast MPO

This proposal when passed will disband the North Coast MPO. The MPO has achieved nothing positive in the time it has existed and previous examples have shown that individual mayors working together work much better than a unified MPO.

NC2 (25 April 2020-present)

NC2 is the current iteration of the North Coast. It started on 25 April 2020 upon the ratification of 2020 Chapter 1, or the NC2 Act.

2020 Chapter 1: NC2 Act

An Act to implement, and make other provision in connection with, the reestablishment of the North Coast Metropolitan Planning Organisation, the dissolution of the Reboot Council, and the codification of matters decided on by the Kirdé Council prior to this Act

I - Background
1.) The North Coast Metropolitan Planning Organisation was dissolved by virtue of Proposal 7: Proposal to Disband the North Coast MPO on 1 July 2018.
2.) The Kirdé Council has continued, albeit informally, assembling and making decisions affecting the former member states of the dissolved MPO, in the  Discord server of the former MPO.
3.) The Reboot Council was informally established on 18 September 2018, with the stated purpose of dealing with the “restarting of NC and creation of NC2.”
4.) The former members of the Kirdé Council have shown interest in cooperating once more, to reestablish a new North Coast. 

II - Provisions
A. Establishment of NC2
 1.) The North Coast shall be officially reestablished as a metropolitan planning organisation (MPO), within the bounds of the rules and regulations surrounding MPOs as officially defined in the Rules of the Minecart Rapid Transit server.
 2.) All legislation and projects conducted by the Kirdé Council prior to the dissolution shall be carried over into the reestablished North Coast. All members prior to the dissolution shall automatically become members of the same.
 3.) A new charter for the North Coast shall be formulated and ratified within a timely manner, as defined by the Kirdé Council, immediately after the ratification of this Act. 

B. Reboot Council
 1.)The Reboot Council shall be used only to discuss the provisions, limitations, and other amendments in relation to this Act.
 2.)The Reboot Council shall be officially dissolved within forty-eight (48) hours of the ratification of the informal decisions undertaken by the Kirdé Council, as is defined in II.C. of this Act.
 3.)Once dissolved, the Kirdé Council shall move the #reboot-council channel in the official North Coast Discord server to the ‘Archived’ category, and adjust the permissions for said channel accordingly. 

C. Unofficial Assembly of the Kirdé Council
 1.)A report shall immediately be drafted regarding matters decided on by the Kirdé Council on the days of and between 2 July 2018 and the ratification of this Act.
 2.)The report shall be carried out jointly by all Members of Kirdé Council. The report must be comprehensive and include all decisions made by the Council informally during the aforementioned period.
 3.)Once the report is complete, all informal decisions made by the Kirdé Council shall be put into legislation.
 4.)The now-formalised legislation shall be voted on once more by the Kirdé Council in bulk, thereby granting the decisions official status.
 5.)The new legislation must be posted onto the appropriate Minecart Rapid Transit wiki page for North Coast legislation as soon as possible after ratification. 

III - Limitations
 1.) Unconstitutionality - This Act shall not function as the legal basis of North Coast legislation. That power shall be vested in the to-be-drafted Charter, as stipulated for in II.A.2. of this Act.
 2.) Jurisdiction - This Act shall not be affected by any section, clause, or statement in the Charter whose creation is stipulated for by II.A.2. of this Act. This Act shall continue to be valid regardless of any future changes to the Charter, which may or may not render this Act illegal.
 3.) Repealing Clause - All proposals, acts, or decrees inconsistent with this Act are hereby repealed or modified accordingly. Proposal 7: Proposal to Disband the North Coast MPO is hereby repealed.
 4.) Effectivity - This Act shall take effect immediately after its ratification.
