Organization of Peaceful and Established Communities (abbreviated to OPEC) is a political party with main focuses on multiple areas of improvement on the MRT. Headquartered at Central City to show no bias or preference to any OPEC-member cities, OPEC is involved in the League of Cities and various MPOs. OPEC is the first political party to be founded in 2016, and has the main focus on bringing better governmental union on many levels to promote city-level government, business, and economic interests.

As mentioned, OPEC has mutliple areas of focuses. They are:

1) To bring back MPOs and elevate them in importance within the LoC and the Server in general which will then promote better transit and road construction to many towns. This means a return of MPOs on the server, albeit on a smaller scale. By unifying different cities in the areas, MPOs are better suited for transit planning, economic development, political impetus, and economic improvement from those improvements in transit and fiscal policies.

2) To abolish all wars, both inside LoC and with non-LoC cities -- telling the cities to let go of hostility. OPEC believes that wars manufactured by certain cities inside and outside the LoC is a waste of server resources and the energy spent in those pointless conflicts should instead be redirected into valuable and resourceful methods of construction and collaboration. War just interferes with the flow of the server and should also be banned on the server rule level. However, we do not disagree with army and naval developments and construction on the server as long as it is not used in war. We also disagree with sending peacekeeping forces because we believe we should NOT send anything, period. It is also the belief of OPEC that it is the LoC's responsibility to fully eliminate the internal warfare between LoC cities.

3) To help and guide server policies to a better outcome with a focus on less ambiguity. OPEC believes that some rules needs to be less ambiguous, and some rules needs to be enforced more, but the server rules are there for a reason. By identifying rules that may be too ambiguous and puts certain members in risk of running afoul of moderators that may or may not interpret rules uniformly, OPEC believes that we should all come together and identify improvements inside the framework of the existing server rules.

4) To Establish a partnership of business and economic interests to help develop cities to their best capabilities. By joining the OPEC, we are all agreed to help and boost each other's cities and towns in terms of economic and business development, be it donating franchises to each other or help instructing each other on better business opportunities on the server. OPEC aims to be the server's economic political powerhouse.

5) To establish a fair and just court system in all 4 quadrants of the server, with a supreme court in Central City. By establishing a court system that is not governed by the staff, but rather by peers, OPEC aims to establish a court system governing the 4 quadrants of the server, to govern over civil and economic disputes. It is OPEC's belief that we need to set a peer-reviewed, and peer-abiding law of the server separate from the server rules to ensure our own economic interests are being preserved. This includes a new server-wide, peer-based patent system and a quadrant-wide law system governing each quadrants to reflect the diverse interest of each quadrants.
