Oparia is a Premier city founded by KyleFrb, located at ZN39, ZN40, and ZN41 on the MRT Zephyr Line and L0 on the MRT Lakeshore Line. It was founded on April 5, 2020.

Oparia is a founding member and the cultural capital of the Metropolitan North Association. On September 16, 2020, it became one of the two first Governor-ranked cities in Zeta, after being approved for promotion in conjunction with Itokani. On November 14, 2020, it became the first Premier-ranked city in Zeta, after being promoted at the November 2020 GSM. Oparia was the fastest town to be promoted to Premier with respect to its foundation date with 223 days, surpassing Deadbush at 242 days. This was surpassed by Porton achieving the rank in 190 days on February 13, 2022.

Oparia is divided into large boroughs and zones within those boroughs.

Central Borough

The Central Borough consists of Unity Island, Holiday Island, and everything south of the River Jade but north of the A1 Freeway. It is the main borough being worked on in Oparia at the moment. Any address in the Central Borough will have the postcode OP1 CN[x].

Downtown Zone

The Downtown Zone consists of everything east of Government Valley (Diana Street) to the coast. It has many skyscrapers and tall buildings. Any address in the Downtown Zone will have the postcode OP1 CN1.

Government Valley Zone

The Government Valley Zone consists of everything on Diana Street above David Street. It contains many government buildings and bureaucratic centers. Any address in the Government Valley Zone will have the postcode OP1 CN2.

Holiday Island Zone

The Holiday Island Zone consists of Holiday Island and the uninhabited islands to the east. It is home to a housing neighborhood and a popular beach. Any address in the Holiday Island Zone will have the postcode OP1 CN3.

North Shore Borough

The North Shore Borough is placed on the North Shore Island directly north of Central Borough. It is a planned residential area with plans for a large seaport. The Metro Line 1 extends into the North Shore Borough. Any address in the North Shore Borough will have the postcode OP1 NS[x].

Osten Zone

The Osten Zone consists of everything around Osten Drive. It is the furthest south Zone in North Shore Borough, situated on the River Jade. The Osten Zone has a Mojanghood Community between Osten Drive, Del Río Drive, and Deadbush Road. ManuF_moj helped in the construction of the Osten Zone. Any address in the Osten Zone will have the postcode OP1 NS1.

Swampside Zone

The Swampside Zone is situated on the west of the Borough facing the swamp on the River Jade. It consists of everything on the west in between Osten Zone and Ballard's Point Zone. Any address in the Swampside Zone will have the postcode OP1 NS2.

Seaport Zone

The Seaport Zone is situated on the southeast of the Borough facing the ocean. This the place of the Oparia International Seaport. Any address in the Seaport Zone will have the postcode OP1 NS3.

Axfeld Borough

The West Borough is placed directly west of the Central Borough, containing many housing areas. Any address in the Westside Borough will have the postcode OP1 AX[x].

Freeway Zone

The Freeway Zone is situated on the north of the borough, containing many housing areas, near the freeway. Any address in the Freeway Zone will have the postcode OP1 AX1.

Kodak Plateau Zone

The Kodak Plateau Zone is situated west of the Freeway Zone, containing many housing areas. Any address in the Kodak Plateau Zone will have the postcode OP1 AX2.

Southside Borough

Oparia has a unique road infrastructure, and unique road infrastructure plans.

Within Central Oparia, which is the downtown/CBD area of Oparia enclosed by the A1 highway, there is a simple road standard.

All roads, except in certain circumstances, have two lanes going one way. The next parallel road will go the opposite direction.

Transit

Internal

Transit within Oparia is operated by Strait Transit, a combined transit operator functioning within the cities along the Strait of New Ambition. Lines 1 and 2 of the Oparia Metro are been completed and other transit projects are currently under construction.

External

There are multiple ways to get into Oparia from the outside world, with many planned.

Hummingbird Boat Lines

Hummingbird Boat Lines currently operates the Larkspur Line at the Oparia International Seaport between Fort Yaxier, New Bakersville, and Gray Cloud at Gate A3. HBL operates the Hyacinth Line between Deadbush, Ellerton Fosby, and Ventura Harbor at Gate A4. HBL operates the Aloe Line between Moramoa, Beachview, and Ottia Islands at Gate B3. HBL also operates the Hibiscus Line between Itokani and East Mesa at Gate B4.

Government

Oparia is a constitutional republic and representative democracy consisting of three independent and co-equal branches of government: Legislative, Executive, and Judicial. Elections are conducted every two years. Oparia is divided into Districts consisting of roughly the same population each. The Legislative Branch consists of a unicameral Oparian Congress. The Congress consists of three representatives per district and these representatives are elected through preferential voting. The candidates elected can be from any official party or independents; there can be more than one candidate from a party elected to serve a district. Every election cycle, the representatives of the Oparian Congress elect a Speaker of the Congress. This Speaker of the Congress, commonly known as the Speaker, is in charge of organizing legislation to be voted on and to represent the Legislative Branch to the public and to other branches of government.

The Executive Branch consists of a single person ho serves as the President of Oparia and can veto or enact bills and acts from the Legislative Branch and is the international leader of the country. The President can be removed with a two-thirds vote among the Oparian Congress.

The Judicial Branch consists of the Oparian Court System. All Oparian Courts and judicial actions take place in the Central Courthouse. For small-claims, there are unappealable Basic Courts, decided upon by a single judge. For traffic violations, there are appealable Traffic Courts, decided upon by a single judge. For cases of greater weight than appropriate for small-claims, there are appealable Civil Courts. In Civil Courts, the responsibility of the defendant is decided upon by a jury of 6, then the monetary amount of responsibility is decided upon by a single judge. For any criminal charges, there are appealable Criminal Courts, decided upon by a jury of 12. If any Traffic, Civil, or Criminal Court decision is appealed, they move up to the Appeals Court if the Board of Appeals deems the case necessary to be appealed. Appealing a decision by the Appeals Court will move up to the Supreme Court, if the Supreme Court will accept the case.
