The Seneca Planning Council (SPC) is a metropolitan planning organization (MPO) that covers the areas that border the Seneca Canal.

Our goal is to unify our members and connect to the rest of the server through road networks, inter-city rail lines, and economic developments. We also are committed to keeping peaceful internal relations with our members by handling disputes and conflicts in a civil and fair manner.

Governance

The SPC does not have a hierarchy in place. All members have equal representation, responsibility, and authority. Any decisions made that affect the entire MPO must be support by at least 70% of those voting in order for it to be approved. If any members abstain, or do not respond to a vote request within 10 days, they are excluded from the vote and not counted towards the at least 70% rule.

Membership Eligibility

In order to be eligible for Membership, you must have a town that directly borders, or is in close proximity to the Seneca Canal.
