The prefecture-level city of Shahai (沙海地级市), or simply Shahai Prefecture or Shahai (沙海), is a city within the region of Nansei Gunto. Located on the southern side of Shahai Island, it is home to wealthy and prosperous citizens. Opened 1 month after the region of Nansei Gunto came into existence, it is the first non-founder city to have been created in Nansei Gunto.

History

Shahai was founded on the 24th of April, 2020, exactly a month after the region of Nansei Gunto was founded by Kazeshima, Shenghua, and Wenyanga. As Shenghua was occasionally made fun of for its lack of infrastructure, the mayor of Shahai kept quiet, as 2 months into Shahai’s founding, it still had not constructed a single building. The first building commissioned by the government was the Nansei Pearl TV Tower (南西明珠电视塔), which is now home to TeleNansei Channel 6. However, this was not the first thing that was built in Shahai. The Rainbow Flower Roundabout (彩花路口) was the first piece of modern infrastructure built in Shahai. The tomb of the first emperor of Shahai used to reside in the roundabout, but it was burnt to the ground during a revolution. The Three Arches Bridge (三拱桥), which crossed the entrance to Windferry Bay (风船湾) was also built during this time.

Lore History

18th to 20th century

Situated in the extreme southwest of the New World, the island of Shahai seemed to be under a curse of always being divided. In its history many governments have tried, and succeeded and failed to unify the entire island. Covered in rivers making unification difficult, it wasn’t discovered by early colonists until the “Zeta Expansion”, when trade and exploration technology allowed people from Gamma and Epsilon to travel thirty thousand blocks from central city for the first time. The settlers came at a bad time though, as the native people were fighting a bloody civil war between the Japanese speaking northern end of Shahai and the Chinese speaking south of Shahai island. Mistaking the settlers for the northern Shahai navy, they were fired at relentlessly with cannons. After realizing their mistake, the people of southern Shahai sent out a raft to rescue the remaining survivors, who were understandably shaken by the display of violence. When asked to describe the island when he returned to Gamma, Captain James Tenor, the captain of the exploration team responded with “It was certainly an experience, seeing such a prosperous city separated from a bloody war zone with only a wall in between. If not for the endless conflict, though, I feel that it would have been more likely that they would set out to colonize Gamma much earlier than when we had reached them.” With shipbuilding techniques never seen before, they were certainly impressed, but also thought that it would be too much trouble to take this island by force. In the end, they exchanged their military aid for a 101 year lease on a piece of land with a natural harbour on the western end of Shahai. Southern Shahai, with foreign made weapons and newly taught battle expertise, defeated the Northern Shahai, unifying the island for the first time since in 168 years, when the previous dynasty fell to rebels. However, after a few decades, the emperor died, and was replaced with an easily manipulated child emperor, as well as corrupt ministers seeking nothing but power. They took bribes from the colonists and gave them control over a large portion of eastern Shahai, and, when the famine of 1899 came, they chose to give the remaining food supplies over to the colonized side of Shahai, instead of using them to feed the people. This was the last straw for most of the population, and so, both northern and southern Shahainese united against their common enemy, the corrupt government. And so, the 6th Shahai Civil war had been initiated, with an estimated amount of over 480 000 people killed, with both sides fielding upwards of a million soldiers. Taking advantage of the unrest, the colonists took another small island off the coast of eastern Shahai, as well as parts of mainland Shahai. Seeing an opportunity to once again expand their sphere of influence, the Empire of Kazeshima took large portions of Northern Shahai. And so, after 13 years of continuous revolutions and civil war, On the 31st of December, 1911, the imperial palace of the capital of Shahai, Chuanzhou (川州), finally fell to the rebels, and was burned to the ground along with everyone inside it. And so, on this once unified but now fractured insignificant piece of land in the middle of Lake Gunto, the Republic of Shahai was formed, inheriting many of the problems caused by its predecessor. And although many did not expect it to survive for long, some were optimistic about its future, such as the newly inducted president, Dr. [redacted].

War of Nansei Gunto

Shahai-Kazeshima War

By 1921, tensions in Nansei Gunto had flared. Following the invasion of Shenghua, Wenyanga and its protectorate St Helena, and multiple other significant islands in Lake Gunto, on the 18th of September, 1931, Kazeshiman forces planted a bomb on the tracks of a train operated by the North Shahai Railway company, a Kazeshiman state run company for the puppet government of North Shahai, as a pretext to invade the rest of Northern Shahai. After Kazeshima had taken the island of New Singapore, then a small fishing village, as well as grief island, on the 7th of July, 1937, Kazeshima's military once again threatened Shahainese Territory, with many young soldiers sacrificing themselves at the bridge that led to then-capital Changzhou, to protect the walled city from invasion. Although it was a Kazeshiman victory in the end, the Shahai forces gained a strategic victory, evacuating all of the citizens from Changzhou, then lacing the whole city with explosives. although losses can only be estimated, it is said that almost all of the Kazeshiman soldiers who participated in the raid on Changzhou died from explosions or received serious injuries. Although this was a strategic victory for Shahai, they had burned through almost a third of their gunpowder reserves, with virtually no way to restock.

War Expansion

However, as Kazeshima's government became overconfident, they soon made a decision that would eventually lead to their downfall. on the 7th of December, 1941, Kazeshiman aerial forces bombed the Mojang naval base of Rizalburg, hoping to weaken the initially neutral state, so as to take Itokani and Mole Isle without fear of retaliation. However, resistance from Itokani was more than expected, with the island fielding magical green dinosaurs as soldiers against the invasion. They had also severely underestimated the industrial capacity of the Mojang state, which, during the height of the war, produced up to 12 battleships across the New World every day. This gave time to Shahai, which was seeing much less skirmishes, as Kazeshiman generals were increasingly distracted by Itokani and Rizalburg in the east. The leader at the time saw an opportunity to develop a weapon that the Kazeshimans could not match, which could destroy a city in a single strike - they set out to create a nuclear bomb.

Nuclear Capabilities

With dwindling military supplies, what Shahai did have was unusually dense uranium content in their remaining territories. As they were eyeing one of the few islands left alone by Kazeshima, at least, for now, they summoned all of the scientist in the region to their provisional capital, Dongjiang, to discuss their theories on the feasibility of development with such limited resources. This was determined to be possible due to a discovery 3 years ago by a scientist in faraway Central City, in which when radioactive atoms split into lighter atoms, it would release intense amounts of energy, now known as nuclear fission. With the unusually dense uranium reserves, military leadership thought that it was pretty much the only resource they had left which was in abundance. As citizens in Shenghua and Wenyanga were also fighting against their imperial overlords, with Kazeshima losing mainland Wenyanga on the 3rd of February 1944, and the island of Shenghua 2 days later, from a joint offensive by Itokani, Rizalburg, and the citizens of Wenyanga amd Shenghua. Meanwhile, 4 years into development, Shahai was losing territory every day, as scientists, who had also been ordered to develop liquid fuel rocket technology, were racing to finish their weapon before Kazeshima's army could take over all of Shahai. Situated far from allies in the eastern portions of Lake Gunto, it was hanging by a thread from destruction. The leaders of Shahai, Wenyanga, Shenghua, Itokani and Rizalburg met in secret in New Singapore, then an unnamed island with nothing but fishing huts, which was recently recaptured, where they discussed funding for the building of a missile launch site on this inconspicuous island. When asked what the hell a missile was, Shahai government officials turned over many classified research papers about their prototype, which was tested on an island to the south of Shahai by dropping a nuclear bomb from a plane. Needless to say, the island disappeared from the map that day. However, with Kazeshiman air defences being extremely effective, no plane could get to mainland Kazeshima without being shot down on the way. Therefore, the rocket technology and infrastructure was essential to the victory of the allied states against Kazeshima. With foreign funding, a rocket launch site in New Singapore was built, away from the eyes from the public.

End of War

As the war in Shahai became a stalemate, with Kazeshima directing more and more resources away from the southern front, Shahai had taken portions of Western Shahai, which used to be foreign colonies which were taken by Kazeshima. It was a major victory, with propaganda posters raining down onto the street. On that night, which was a new moon, with almost no light, a ship quietly crossed Lake Gunto, going from the port of Dongjiang to New Singapore, where its cargo will disappear the next morning, into the shadows. Or at least, that was the plan. It just so happened that a patrol of Kazeshiman fighter planes were going around the area east of Shahai, and found the ship, which was then hit with a torpedo, which triggered the volatile nuclear warhead inside, causing a new sun to burst from the surface of the water, vaporizing the patrol of planes, and waking up tens of thousands of people with a loud boom. Kazeshiman generals now guessed that a weapon developed in Shahai needed to be shipped to eastern Lake Gunto, most probably to be put to use there. By that logic, they intensely patrolled the waters between Shahai and eastern Lake Gunto, and so, with one route now closed, the leaders on both sides of Lake Gunto needed to think of another way to deliver the weapon. on their second attempt, they disassembled every part of the missile, then individually shipped them to spies in Kazeshima, who then sent them, now boxed and labeled as "beauty products" to their "relatives" in Rizalburg. However, as the instructions as to how to assemble the missile were not delivered, they had to send it on a plane that would bravely fly across Lake Gunto, to deliver the last piece of the puzzle to complete the nuclear missile. The plane was shot down by anti aircraft fire, and miraculously landed on an Aircraft Carrier, which was stolen by Shenghua citizens during the liberation of Shenghua. And so, it took nearly 6 months to deliver the weapon, and in that time, a second launch site was made on the island that disappeared off the map, now an artficial island made from pouring sand onto the base of the original one. Then, on the 6th of August, 1945, a missile appeared on the radar of Kazeshiman airspace monitors, travelling at speeds impossible for an aircraft at the time. On that day, Tokojima was flattened as a nuclear bomb levelled the whole island. Following that, on August 9th, after Kazeshima refused to surrender, Etajima was bombed. The original target for the second one was going to be Setsuritsushima, but one of the generals, who had visited Kazeshima before, found that to destroy Setsuritsushima, the heartland of Kazeshima, would be too much, with too many civilian deaths. The following day, the government of Kazeshima delivered a single white flag in a standard postage cardboard box to a military camp in central Shahai, being the closest place troops could reach, marking the end of the war of Nansei Gunto.

Aftermath

As Kazeshima surrendered, Shenghua, Wenyanga, as well as the rest of Nansei Gunto were given independence, except for some small islands, as well as some parts of Northern Shahai, although in recent years it has committed to giving back many islands that form northern Shahai back to Shahai. With the war having wrecked the economies of all of Nansei Gunto, the leaders of Nansei Gunto came together to discuss trade relations going forward. The treaty of Kazeshima was signed on the 15th of August, 1945, forcing Kazeshima to either donate or decommission its navy, as well as to form a free trade area to boost economic recovery, called the Nansei Gunto Economic Area.

Post-War 20th Century

With Kazeshima recovering extremely quickly, no longer burdened by a military budget of 49%, (which, to be honest, even with an expansionist foreign policy, was too much), the Autonomous Republic of Shenghua went into economic stagnation, while Wenyanga was dealing with internal issues, with revolts happening in St Helena. The Republic of Shahai had started to integrate all the different towns on the island into a single metropolitan area, collectively referred to as "Shahai", while New Kaloro and Suncheon began being built up. Wenyanga eventually lost St Helena, which at the time, and largely still is, a prison island, in which nearly 60% of the island's GDP is from the fee paid to keep prisoners there.

Eventually, the leaders of the different republics came together to transform the economic area into a true country, amid protests from the populations of Shenghua, and Wenyanga, who were largely against being in the same country as Kazeshima. Even with low public support, the motion was agreed upon by the different leaders, and so, the Region of Nansei-Gunto was formed. The violence was so great that they had to resort to something no leader wants to do, have a foreign army on their soil. Lumevan forces were called to quell the protest, with Nansei Gunto now owing an IOU to Lumeva.

New Singapore

The original missile launch site that ended the war of Nansei Gunto, New Singapore, had remained largely unchanged, with no one quite sure of what country they belonged to. The population continued with their daily lives, until a dispute occurred once again. Over the past few years since the war of Nansei Gunto, Wenyanga and Kazeshima were extremely tense with each other, frequently disputing island and water claims. This time, Grief Island was the victim. With both Wenyanga and Kazeshima claiming the island, Kazeshima claiming it to build an airfield on in the future, and Wenyanga citing historical claims, as well as Kazeshima giving back colonial possessions after the war.

The Airfield Conflict

Eventually, teams of people from Kazeshima and Wenyanga started to put flags, and tearing down the other's flag. Although, as they were under the same country, and have the same flag, Kazeshiman flag placers laughed at the Wenyangan ones for placing a flag of Kazeshima onto grief island, which technically was correct. Eventually, this escalated to even foreign countries placing random things on the island to "claim" it. When they were "fighting" over the island, some people mentioned the problem of New Singapore, which was effectively under the jurisdiction of no individual region within Nansei Gunto, even with its strategic importance as a missile launch site. With the new country being formed, they needed a capital, which was provisionally in Shenghua, to appease the population there. So, with foreign construction companies already operating in Nansei Gunto due to their home countries making them place random things on Grief Island, the construction of New Singapore into a capital was started. With the HDB being formed to rehouse the people who originally lived on the island, towers reaching into the sky appeared every day, until the land on the island ran out. After multiple land reclamation projects, the government buildings were built, and New Singapore was proclaimed the capital of Nansei Gunto.

21st Century

Eventually, most towns in Nansei Gunto joined the Republic of Epsilon, and Nansei Gunto was given official region status. This can be shown in the Epsilia headquarters being in Kazeshima, as well as various Epsilia machines that can be found nearly everywhere in Nansei Gunto. Shenghua's six decade long period of economic insignificants ended shortly after the turn of the century, with skyscrapers appearing all over the city every few weeks. Now connected with boat and soon with rail, the region's connectivity is fairly high, with an A road being built between them. Shahai, at the moment content with the amount of land it has, has started to build up its economy, with the Nansei Pearl TV Tower in Shahai hosting Channel 6 of the Nansei-Gunto Broadcasting Association, the most watched media outlet in all of Nansei Gunto. Wenyanga has started to slow down its growth, as wages and standards of living across the region rises. With an ambitious space exploration program, as well as rapid buildup of its military capabilities, the future is looking very bright for the region of Nansei Gunto.

Language

The main language spoken by the populace is Chinese. That is the main official language. As Shahai used to be a foreign colonial possession, French is also recognized as an official language, although almost no one still speaks French in modern Shahai, and it is mainly used in the law. Therefore, law students wishing to have a career in Shahai need to study French to understand its laws fully. Japanese is a recognized minority language, mainly spoken in the northern districts of Shahai city proper. In government recognized tourist spots, English is also a requirement, as it is the most recognized language by tourists.

Geography & Topology

Location

Shahai is located in southwest Zeta, in Lake Gunto.

Shahai Island

The island of Shahai (沙海岛) or Shakaishima (砂海岛) is situated southwest of the Island of Kazeshima. It is relatively flat, with desert as the main biome. The easternmost bay is named Windferry Bay (风船湾), because, as of the time of naming, only Windferry had boats short enough in height to pass under the Three Arches Bridge, which connects the fragmented southern part of the island. Shahai Prefecture does not hold authority over the whole island, as it was divided so that the City of Kazeshima would have the northern and less fragmented part of the island, hence the character difference (沙 and 砂). Shahai Turtles are native to the island, and spawn nowhere else. They are designated as an endangered species by the prefectural assembly of Shahai, as many had lost their habitats during the rapid development of eastern Shahai, and subsequently died, as they could only breed and lay eggs in the beach that they hatched from.

Politics and Government

Each district of Shahai elects 2 representatives to act as their plenipotentiary in the Shahai Prefectural Assembly and Shahai City Council. Elections for the Chief Executive of Shahai as well as the mayor happen every 4 years, but are offset from each other by 2 years. The Chief Executive has the power to make a decision if even only 1/3rd of the assembly in the case of the chief executive, and the council in the case of the mayor. Both have a no term limit. Both the mayor and chief executive are equal in power, and, when at a disagreement, a vote with both organizations will be held, and, if it ends in a tie, a referendum will be held by the government to see the opinions of the people. If, however, both the mayor and chief executive are the same person, then that would grant the individual in question an overwhelming amount of power within the limits of Shahai Prefecture, as there would be no disagreements and thus the government could run smoothly and efficiently, with no one with enough power to stop them. This has only happened once, when Weier, a relatively unknown individual, mysteriously rose to power, and has since won every election by more than 90%.
