The Federation of City-States (Abbreviated as “The Federation” hereafter) has the stated purpose to expand cities in the MRT Gamma Server by connecting the cities via constructing links, encourage economic and industrial growth, provide a peer-led court system, and ensure transportation are handled in a manner that is both realistic and makes sense. In order to meet the goals, we have to PLAN for transportation, help BUILD each other’s cities, provide JUSTICE to all, and CONSTRUCT transportation links to easily move people around. It is important to note that The Federation is not officially sanctioned by the staff.

The Federation is structured as the overall Metropolitan Planning Organization ("MPO") with several MPOs under its control. Rather than an unwieldy umbrella organization with its power focused into specific individuals, FCS has balanced itself with the 4 main MPO that has nominal jurisdiction over the majority of the Gamma World. The Federation itself has three relevant groups-- the Mayor’s Council, The Civil Courts, and the Governorate Council. The Federation will have its Headquarters located inside Central City to remove any favoritism towards any specific town.

The Mayors Council

All mayors of any city within the new world belongs in the Mayor’s Council, and they decide the general direction of what the Federation should do, including selecting a main focus of the Monthly Campaign, a project that the Governorate Council is ordered to bring to the GSM for the month and completing the project; prioritizing server-wide projects that can be done in concurrent to the Monthly Campaign; and discussing upcoming server-wide goals and/or plans to be implemented in a possible future Monthly Campaign. The Mayor’s Council also elects a mayor that has not already been selected by the Regional MPOs to represent their interests and demands in the Mayor's Council as the Mayor At-Large every 2 months, and 2 mayors to the Judicial Oversight Office.

To qualify for a seat elected by the Mayor’s Council, you must be a [mayor] rank or higher, and must represent only one town. Participation is entirely voluntary.

In summary, the mayors of the Mayor’s Council does the following:

  • Decides the Main Focus of the Monthly Campaign
  • Decides what alternate projects should be worked on after the Monthly Campaign
  • Elects the Mayor-at-Large for the Governorate Council
  • Assist in each other’s growth
  • Construct necessary projects
  • Contribute in any way they can
  • Submit project requests to their Regional MPO for consideration to be added to the Monthly Vote.
  • Participate in their Regional MPO Meetings which is separate from the Federation
  • Appoint two mayors from the Council to the Judicial Oversight Office.

Judicial Oversight Office

The Judicial Oversight Office is responsible in sharing their opinions in reports regarding the justice council to the Mayors Council every month, and thus ensures that everything is done in a fair and unbiased manner by having a check on the Justice Council by the Mayors Council. The terms of the Judicial Oversight Office will be determined by the Mayor’s Council, but the terms should be at minimum a month long, and at maximum 5 months long.

The Governorate Council

The Governorate Council is responsible for the exact details of how to proceed with the directives given by the Mayor’s Council. It is the Governorate Council that determines how to best connect towns, be it via rail, bus, road, highways, or ferries. They will then submit a proposal to the GSM for construction, then oversees the construction of such necessary roads. The council is also responsible in ensuring that the justice system is based on fair and unbiased decisions, and oversees any decision made by the justices. Only the Governorate Council can determine if a case deserves an appeal and/or rehearing before the entire Justice Council of the Civil Court, where any and all decisions are final. The Governorate Council also determines the 5 seats of the Justice Council.

The Council is made of 2 permanent seats appointed by the Admods; 4 seats given to a MPO Representative elected from each of the 4 largest MPO; and the Mayor at Large elected by the entire Mayor’s Council. The 4 largest MPO will determine who they elect to the Council for a minimum term of a month and a maximum term of 5 months, to be determined by the individual MPOs.

In summary, the Governorate Council does the following:

  • Upon receiving the Monthly Campaign from the Mayor’s Council, to focus all their planning on achieving the full design, planning, and proposal to the GSM within the month, and of completing all necessary construction within 4 months after the GSM Approval.
  • Planning for Highways, including identifying best corridors to be built
  • Contacts any town mayors in its path to ensure approval is gained
  • Planning for Commuter Rail corridors, including identifying best way to link towns to each other
  • Planning for Ferries Connections, including identifying which towns should have ferries and which shouldn’t on the Lakes.
  • Oversees the Finance Office to help raise/gather money with right-of-way purchases, paying contractors, and any other finance issues.
  • Can only request money from regional MPOs, not individuals
  • Can replenish money from completing contracts with the Server (highway construction fees, etc.) or by donations.
  • Submits plans to GSM for approval if necessary
  • Supervises the Construction of Projects
  • Selects major transportation hubs
  • Selects cases to be heard before the Justice Council
  • Selects the members to serve the Justice Council


The Civil Courts

The Civil Courts is responsible for the well-being and justice of the overall server by providing an unbiased, peer-reviewed, fair court to settle disputes in an orderly manner without the need to refer such petty measures to the Server Staff. The Civil Court is also responsible for overseeing economic-based initiatives such as stock markets, patent recording, and any other type of economic based initiatives. The Civil Courts has 5 courthouses - to be split into the 4 quadrants and Central City - to ensure each quadrants are represented fairly; each courthouse will have a single Justice presiding over the courthouse and the cases must be assigned to the quadrant that has jurisdiction over the area.

The Justice Council is made of 5 Judges; all appointed by the Governorate. The 5 justice will themselves determine who is the Chief Justice, which will preside over the Central City courthouse. The Chief Justice will also, at his own discretion, attend other cases in the four quadrants as an Justice Advisor to oversee the justice and their cases. They are responsible in following the general tenets set by the World Justice Project. All Court Cases will be listed on the wiki with in-depth information to ensure all decisions are set with a mind towards precedent and fairness.

In summary, the Civil Courts does the following:

  • Determines city boundaries in disputes
  • Settles minor disputes between individuals only
  • Settles court cases regarding build plagiarism
  • Operates the Federation Patent Office
  • Operates the Federation Economic Initiatives Office
  • Settles cases between minor corporations
  • Decides court cases on a fair and unbiased approach
  • List all court cases and their results on the wiki
  • Ensures all transactions are paid out

Patent Office

Patent Office is a major economic-focused effort that will make the Civil Court a main source of information. By setting up a public and secure database of patents, we ensure that there will be no conflict in between players setting up franchises and/or brands, and a place for the Circuit Justices to refer to in terms of patent litigation. The Chief Justice will oversee this department.

The Framework

The system is designed on what is called "The Framework". It has the basic idea listed, with description on how each branch works, and how each branch balances the other branch to prevent overreach by any branch.
