Resolution 260: The Constitutional Reform Act
This resolution is a constitutional amendment.
Upon the passage of this resolution, the Constitutional Reform Committee shall be created as a legislative committee. This committee shall be tasked with writing a new Constitution for the United Cities. There shall be 5-7 members of the Committee appointed by the Chair; the Chair of the Committee shall be Skelezomperman. All discussion regarding the new Constitution shall also be held in a public chat channel within the UC Discord, and the draft document for the Constitution must be publicly accessible, although not necessarily publicly editable. The new Constitution shall be created with public input.
In addition to this, a simplified Constitution shall be written to simplify it for those who are not well-verse in the laws of the UC. It should be shorter than the main document and should avoid legal jargon, although this sentence shall not count as legally binding on the committee. The simplified Constitution shall be maintained by the Committee as the new Constitution is edited; however, it shall not be a legal document that is in force.
The new Constitution must be finished by the beginning of the July 2018 election. Then, when the Election occurs, in addition to the officer elections a referendum question shall also be posed to the voting public of the United Cities. The question shall be as follows:
What should be the status of the United Cities in the future?
There shall be three choices for voters to choose. The first shall be: “Adopt the new Constitution to replace all previous laws.” The second shall be: “To dissolve the United Cities as an organization.” The third shall be: “To preserve the status quo of the United Cities under the current Constitution.” Ranked-choice voting shall be used to decide the referendum’s outcome as according to Amendment 17 to the current Constitution. If the new Constitution is adopted, the previous Constitution and enacted resolutions shall be rendered wholly null and void, unless provided for in the new Constitution. The CRC shall also be disbanded at that point.
If voters choose to dissolve the United Cities, then the United Cities shall cease to function as an organization. Projects that are at the time being undertaken by committees shall be finished in good faith, and no more may be undertaken. The Discord server shall remain as an archive, and it shall be in read-only mode for all players except the MRT Staff, Officers, and members of committees with remaining active projects.

I would like to put a Tl;dr here: I make a committee to write a new Constitution in public with public input. There will also be a simple version written by the same committee to help people understand better. After that, at the July 2018 Election the voters get to decide whether to stay in the status quo, adopt the new Constitution, or dissolve the UC.

Dear average mayor,
You have seen quite a bit of turmoil within this organization, even before today's and yesterday's situation with CaptLincoln. Perhaps you have even lost faith, no longer enjoying your time here. It could be for any number of reasons. Perhaps you feel left out and unheard, searching for endorsements on your resolutions but failing to find them, or thinking you won't be able to effect anything because it will come before the same people, or wishing for a simplification of the laws and bureaucracy that have been created. Perhaps you long for the early days of the organization, with their order and decorum, where no incident of rulebreaking is mishandled or left unpunished.
Simply put, you want change, just as I do. And you, like the server administration, deem it urgent to the peace and prosperity of the server. You joined for the building, not the bickering. For projects, not politics. But you don't deem dissolution necessary to effect that change.
So you vote for Resolution 260, which (let us say) passes the General Assembly for its promises of a more democratic solution.
With that, the UC is back in action. Electoral candidates continue campaigning in even more earnest than before, promising they will be the organization's savior, returning it to its original focus.
When the elections do come around in July, the referendum is on the ballot. And one week later, the voters clearly show their support of a new constitution, which is quickly adopted. It receives praise for its simplicity, and the democratic process continues. A few new build projects commence, to the delight of all. It is termed a "New Golden Age."
But ignored in all this is the natural human tendency in large-scale organizations as this to be political animals. To concentrate on designing a utopia over designing infrastructure. To place red tape instead of painter's tape. Admittedly, it's a tendency we all have fought or have yet to fight at one point in our career.
And, inevitably, despite the significant work put into reforming the existing organization, chaos breaks out. Our human tendencies lead us into arguments over the organization's goals once again, or perhaps over technicalities irrelevant to why we are on this server to begin with: to build, collaborate, make new friends, and share in our passions for transportation and the civil sciences. More mishandlings of warnable situations occur, members again losing confidence that the laws are always enforced. And you again lose faith that the same individuals, rotating throughout officerships and always in power, are looking out for you.
The vicious circle completes. All that change promised you ended up being for naught.
But there is a way out; a completely fresh start. A system of many, smaller MPOs, where you have the ability to collaborate with anyone and any town you desire. A system without bureaucracy, enabling maximum creativity and efficiency otherwise overlooked. A system purely based in productivity, where the members of each MPO are fully committed to the project at hand, setting aside unnecessary arguments over the petty and superficial. A system which, should one organization fail, will not affect the ability of others to collaborate effectively. And a system which, historically, has not been shown to cause significant server issues or controversy.
Resolution 260 will only delay this change, creating more red tape in the name of fighting red tape. In the same amount of time it takes to design a new constitution, implement a referendum, and act on its results, we could already be working toward the change we seek, and reaping its benefits.
No doubt you have many choices to make over the next 24 hours. I strongly encourage you to consider voting YEA on resolution 259, and NAY on Resolution 260 as it currently stands. Though, indeed, this organization has had some successes, far greater successes will be entailed when we focus on what truly matters on this server and in our lives within and without this organization. And though we may not be operating as the "United Cities," we will still be members of the MRT Server at the end of the day. We will always be united. And that matters more than any minor technicality on any resolution.
It has been a pleasure working with you all in this capacity over the last two years, and equally so in fighting for you, the forgotten mayor. Draw your own conclusions. Vote according to your thoughts, not someone else's. No matter what happens in this period of change, I will see you on the other side.

The following is a statement that I made in the UC Discord at about 17:00 UTC:
So as you guys already know, I am the proposer of Resolution 260, which is the start of my project to reform the United Cities, Project Reboot.
First, I would like to state what exactly Resolution 260 does to clear up any misconceptions about its effect would be if passed.
Basically, to sum it up, it will be a committee spearheaded by me to make a new Constitution. I will say that this is not just going to be an editing of the current constitution. This will be a blank slate. We will start off of a blank document. While some ideas and organs of the UC will be carried over from the current Constitution, there will be real reform put in place. I personally plan on pushing for stronger term limits so that there isn't a "revolving door" between Officer positions, as well as making it harder to change the Constitution both so that changes can't occur on a whim as well as to avoid adding useless clutter to change a couple words around.
Now I will stress that this will be done with public input. The channel which discussion would be taking place within would be public, and the document which we write the new Constitution on would be publicly viewable. We not only would accept public input, but we need it to make this work. If 260 passes, I will immediately send a form out to allow the general public to suggest reforms, and each and every one of these proposed reforms would be discussed by the Committee.
And then of course, you, the population of the UC, will decide on whether to adopt this new Constitution, keep the status quo, or even blow this thing up completely. Yes, 260 still provides for a dissolution vote at the very end if you feel that the reform did not meet its goals and if you feel the status quo is not good either.
Next, I'm going to address the concerns that people have put out over the past few hours. The first major one is concerning politics and bureaucracy, some words which have been thrown around frequently over the past few hours.
We first have to address what exactly politics is. Politics is, according to Google, "the activities associated with the governance of a country or other area, especially the debate or conflict among individuals or parties having or hoping to achieve power." According to Wikipedia, it is "the process of making decisions that apply to members of a group."
Harold Lasswell defined politics more succinctly, as "who gets what, when, and how." So what exactly causes politics? Politics is simply disagreements over decisions. And disagreements are natural! You can't expect to have everyone agree with the same things. Politics is in every organization that makes decisions, whether it is your family, a corporation, or a national government. The same applies to the UC. The UC by nature as an organization which makes decisions naturally has politics because people will disagree over what decisions should be made. Politics is inseparable from the UC, and it is also inseparable from every MPO that has ever been made on this server past, present, and future.
I feel that lately, people have been throwing around politics as a snarl word. It has lost its meaning in conversation - it has basically changed to now mean any uncivility. That is not what politics is - it is simply disagreements. I've thought about it, and honestly I feel the only way to completely separate politics from an MPO's activities is either for a) everyone to agree with each other (which is virtually impossible) or for b) the MPO to be an autocratic dictatorship where one person decides everything and there are no challenges to that, something which is obviously extremely undesirable.
Bureaucracy is another term that has been thrown around lately without anyone looking at it. I will start by saying that yes, the UC bureaucracy has gotten a bit too large lately, and I say this as a prominent figure within that bureaucracy who has helped create much of it. But bureaucracy is not inherently bad - it is just a system of managing disagreements and helping to decide it. The Court is a bureaucracy that decides how laws are to be interpreted. The committees are a bureaucracy to decide how projects are done and put that into action.
Bureaucracy may, in some regards, even be fairer than a direct democracy because, if done correctly, all viewpoints get considered, whereas a democracy just means the biggest or loudest voice wins out. It's not perfect - but no system is. And a healthy balance is needed - it can't just be all bureaucracy or all democracy.
Now that I am done with that topic, I would like to move on to some of the things that opponents of Resolution 260 have stated. First, to address the people that want to tear down the UC and replace it with another serverwide MPO. If you feel that way, then why don't you vote for 260? All we would be doing to do that would be to do 260, but with changing the name. If we are going to have a serverwide MPO (and have one with a virtual monopoly at that), then we shouldn't kid ourselves. We should keep it under the United Cities brand.
There's also the idea of replacing the UC with a system of regional MPOs similar to The Federation, ostensibly because smaller MPOs would "get people more encouraged" and "reduce politics/bureaucracy." While it is true that there were never any major problems with these, The Federation only was functional for 3, 4 months - a fraction of the 24-ish months the UC has existed. In addition, making a bunch of regional MPOs would not necessarily kill politics/bureaucracy - in addition to what I said earlier about every MPO having some form of politics, I'd like to examine the three "major" MPOs within The Federation's existence, that being the CNA, the NWAG, and the SWAT. Two of these three - the CNA and SWAT - were establishing systems similar to the UC today, with long Constitutions. The NWAG likely would have done the same eventually had it lasted longer.
Also, there have really been no more than 20 people active within the serverwide UC prior to these incidents with the UC that led to resolutions 259 and 260 being proposed. Splitting them up would likely result in even less activity. It was suggested that you could leave MPOs that become inactive and join a new one. This would likely just result in the recreation of a serverwide MPO, which brings me back to what I said earlier about people who want a new serverwide MPO to replace the UC.
There is also the idea that Resolution 260 if passed after Resolution 259 being signed into law (if it happens) will cause the UC to reanimate. I can confidently say that if 259 passes, 260 would not be able to be signed as there would no longer be a UC for the resolution to be passed and executed by. There is no harm in voting for Resolution 260 and trying to get it passed in a legal sense.
Finally, I would like to address those who feel that the status quo is fine - a very small minority, but present nonetheless. The UC is not perfect. It never will be, but we can still improve. The past few days have shown that yes, there are people who feel the UC has become hostile. Resolution 260 would allow us to move past that - to make an effort to put our best foot forward, to show that the UC is welcome to other people. We must do it in the best interests of not only the UC, but of the community of the server in general.

These past few days have probably been among the worst in the history of the UC. Whether or not I would have signed resolution 259, I am honestly not so sure. I don't think I could have been confident in any decision I made about that resolution. This one is different. I thank Skele for drafting such an elegant plan to give the UC a second chance. Even if the July election comes and the vote comes in as dissolution, I will have comfort in knowing that a proper democratic process was followed and that everything possible was done. The near unanimous support for this resolution gives me hope that reform is possible.
For those of you who wanted to be reading about the end of the UC by now, I do apologize. However, I hope you see this not as a defeat, but as an opportunity to fix the admittedly many flaws in this organization that brought you to the position you hold. I welcome this change with open arms, and I hope that you will do the same. Part of that is participating in this new process. Right now, we have a chance to do something that we did not even have during the original creation of the UC — we have the chance to make this our organization. If you stay, you can have just as much of a say in it as everyone else. I believe that there is hope on the horizon for the UC if we all remember that we have a voice, and this is the time to use it. The channel will be up upon my signing this for you to put your ideas in about how the new UC will operate. I sincerely think Skele for drafting this resolution, and allowing me the great honor of bringing the UC into a new era by signing this resolution into law,

The election may start at any time between 00:01 UTC and 23:59 UTC on the given day, as decided by the Electoral Commission. In the event the United Cities votes, as per Amendment 106, to enact the new Constitution proposed by the Constitutional Reform Committee at the July 2018 election, the Constitution shall come into force one week following the assumption of office by the Officers elected in that election.
At the July 2018 election, a referendum question shall be added alongside the referendum question prescribed by Amendment 106, which shall state "Should the new Constitution include term limits on Officers and Justices?" The following options will be available:
1. No term limit
2. A limit of two consecutive terms
3. A limit of three consecutive terms
4. Other term limit
Ranked choice voting as prescribed by Amendment 17 shall determine the result of the referendum. If choice one wins, the following will be added to the new Constitution as an amendment: "There shall be no term limits imposed upon Officers and Justices." If choice two wins, the amendment will read: "Officers and Justices of the United Cities shall be limited to two consecutive terms in their positions." If choice three wins, the amendment will read: "Officers and Justices of the United Cities shall be limited to three consecutive terms in their positions." If choice four wins, the amendment will read: "The General Assembly shall have the power to impose term limits upon Officers and Justices through resolution."

Resolution 266: The Second Referendum on Term Limits Act

This resolution is a constitutional amendment.
At the July 2018 election, there shall be a referendum question added alongside the Officer elections and the referendum question in Amendment 106. This new referendum shall be done using ranked-choice voting managed by the Electoral Commission as outlined in Amendment 17. The question posed shall be: “Which term limits policy shall be adopted by the United Cities?” Three choices shall be provided. The first shall be “Have 3 terms on, 1 term off for all Officers and Justices.” The second shall be “Keep the current term limits.” The third shall be “Remove term limits.”
If the new Constitution is adopted under the Amendment 106 referendum, then the results of the referendum added by this resolution shall affect the new Constitution.
If the first choice wins, the following shall be added to the beginning of the third paragraph of Article II, Section 1: “Officers and Justices may be elected to an unlimited amount of terms; however, they may serve no more than two consecutive terms in each Officer or Justice position. In addition, if a player has served three consecutive terms as an Officer and/or Justice, they may not take any Officer or Justice position for the following term.”
If the second choice wins, the following shall be added to the beginning of the third paragraph of Article II, Section 1: “Each officer may be elected to an unlimited amount of terms; however, they may serve no more than two consecutive terms in each Officer or Justice position. In addition, a player who has served two consecutive terms as President may not take any Officer or Justice position for the following term.
If the third choice wins, the following shall be added to the beginning of the third paragraph of Article II, Section 1: “Officers and Justices shall not be term limited and may serve an unlimited amount of terms in any Officer or Justice position without restriction.”
If, under the Amendment 106 referendum question, voters choose to adopt the new Constitution, it shall take effect 48 hours following the release of the results of the July 2018 election.

Resolution 267: The World's Expo Act

Upon the passage of this resolution, the Committee for the World Exposition in Central City (World’s Expo Committee) shall be created.
The World’s Expo Committee shall be established to build a World’s Expo in the area around Central City. The World’s Expo shall be an area where members may build a pavilion to honor their home country. The Committee shall establish and publish rules and procedures regarding the World’s Expo, and must propose it to the Staff at the next GSM after this resolution passes.
The committee shall begin with five members. The Chair shall be Skelezomperman, and the other initial members shall be appointed by the Chair. After the initial membership is established, members may be added or removed by a motion of the committee or by a motion of the General Assembly. The Chair may only be removed from his/her position by a motion of the General Assembly, and a new Chair must be appointed by motion of the General Assembly.

By enacting this amendment, the General Assembly and the President of the United Cities hereby proclaim that the United Cities should be disbanded as an organization.
The September 2018 election will continue as scheduled, but all future elections will be cancelled. All committees currently in the process of completing projects are to detail in a report, to be submitted by the date and time of the inauguration of the Officers elected in the September 2018 election, the details and progress of these projects, and individual resolutions shall be proposed, exempt from endorsement requirements, for the General Assembly to vote on whether each project should continue.
The United Cities shall continue to function on an organizational level for the duration in which the committees complete any projects which the General Assembly has approved the continuance of by resolution, however no new committees may be formed and no new projects may be undertaken by committees. The chair of each committee must inform the General Assembly, in a report, when its projects have been completed.
Once all ongoing projects are completed, a resolution may be proposed through the normal means to formally disband the United Cities, which shall take effect at 7 PM GMT on the seventh day following its enactment (the day of enactment shall be determined by the time in GMT). Upon this moment, the United Cities shall cease to exist.
Enacted Resolutions 35 and 52 and section II clauses iii, iv, and v of Enacted Resolution 27 are nullified. Any portion of an enacted resolution or the Constitution which conflicts with this amendment is nullified.

Resolution 276: The Critical Abolishment of Senseless Term Limits Eternally (CASTLE) Act

Upon the passage of this resolution, all term limits shall be abolished for all Officer and Justice positions within the United Cities. Any member shall be allowed to run for any Officer or Justice regardless of prior Officer or Justice positions held. Upon the passage of this resolution, the third paragraph of Article III Section 1 of the Constitution, which reads, "Officers and Justices may be elected to an unlimited amount of terms; however, they may serve no more than two consecutive terms in each Officer or Justice position. In addition, if a player has served three consecutive terms as an Officer and/or Justice, they may not take any Officer or Justice position for the following term. Serving 45 days or more in an office shall be considered a full term," shall be repealed and stricken from the Constitution.

Resolution 287: The Massive Evaluation of General Assets and Subsequent Consideration of Possible Ends (MEGA-SCOPE) Act

This resolution is a constitutional amendment.
Upon passage of this resolution, a report must be made listing all assets owned and controlled solely by the United Cities and its committees. This report will detail, for each asset, which one of the three following actions upon the United Cities dissolution: Transfer to members of the MRT Server of the committees’ choice, be put up for general auction at a General Staff Meeting, or be transferred directly to the MRT Staff, who may handle the assets at their discretion. Following the publication of this report, the General Assembly will propose a resolution to dissolve the United Cities.
The procedures for enacting the above clauses are as follows:
The report is to be constructed as stated in the following four ‘report clauses’:
1: All current committee chairs have exactly one week to submit a report detailing the assets that they currently both own and control completely, as well as what action is to be taken with each asset. This report must be made in the form of a Google Doc, to allow people to sign the document via a comment. This report is to be made public upon completion, and the president is to be notified of the report’s completion. If no assets are owned and controlled completely by a committee, then that committee’s chair must simply inform the President that this is the case. Assets that are managed by the committee but not owned by the committee are to be left alone, as they fall under the ownership of their respective owner. Each committee’s report must be signed by either A: the committee chair and at least 2 other members of said committee; or B: a majority of the committee. A signature must consist of a comment on a google doc, stating the person’s name and explicit approval.
a) The possible actions that may be taken upon dissolution for each asset are as follows:
i) The asset may be transferred to a member, group, or entity of the MRT Server. If this action is chosen, the member who will receive said asset must be specified and that member must agree to receipt of the asset. ii) The asset may be put up for general auction at an upcoming GSM. iii) The asset may be transferred to MRT Staff, who may handle the assets at their own discretion.
b) Should a committee fail to prepare this report by the deadline, the action specified in clause 1aiii will be taken for all assets handled by said committee.
c) If no action has been decided upon for a particular asset specified in the report by the deadline, the action specified in clause 1aiii will be chosen for all affected assets.
2: Once the President has obtained reports from all committee chairs, the President has one week to collate all the reports from each committee into a final report. This report will also be in the form of a Google Doc and will also include any assets that are owned and controlled by the United Cities, but not owned or controlled by any committees, and what action should be taken with said assets. The actions that must be assigned to each asset are the same as specified in clause 1a. If no assets are to be appended by the President, then the President must append a statement indicating that this is the case. Assets that are managed by the United Cities but not owned by the United Cities are to be left alone, as they fall under the ownership of their respective owner. This report requires the sole signature of the President.
a) A sentence must be added at the end of the report stating “Any assets formerly belonging to the United Cities that are not listed in this report are assumed to be under the ownership of the MRT Staff.”
b) If clause 1b has been triggered for any or all committees, then clause 2 may still trigger, collating only the reports that have been received. A statement must be made in the report detailing if clause 1b has been triggered, and by what committees.
c) Should the President fail to create the report, the responsibility for the finalization of the report shall fall to the next active member of the United Cities in the Presidential Line of Succession. This clause also transfers the single signature requirement to that person. The one-week deadline shall be reset should this clause be triggered by such deadline’s expiry.
d) If no eligible members remain in the line of succession, all assets currently owned or controlled by the United Cities but not by any of its committees will be transferred to MRT Staff upon dissolution, as specified in clause 1aiii.
3: Upon completion of the said report, the President shall make the report public by posting a link to the said report in the UC discord #announcements channel.
a) If clause 2c is triggered, the respective person handling the report shall make the report public.
b) If clause 2d is triggered, all of the committee’s reports shall be concatenated into one report with no other modifications, and the publication of said report must be handled by any officer or justice of the United Cities. This must occur within one week of this subclause’s triggering.
c) If clause 1b has been triggered for every committee, and clause 2d has also been triggered, the report shall simply state “All assets of the United Cities and its committees are to be transferred to the MRT Staff, to be handled at their discretion.”. Triggering of this subclause will prevent subclause 3b from being triggered.
4: This report shall merely detail the actions to be taken upon dissolution. No transfer of ownership will take place until the times stated later in this amendment.
Upon the completion and publication of the complete report, the following 4 ‘dissolution clauses’ regarding potential dissolution will be followed:
5: A dissolution resolution will be proposed by any full member of the United Cities. This resolution will follow standard voting procedure, as laid out by the current constitution, with the following exceptions:
a) The resolution may be proposed by any member of the General Assembly or the President. b) The resolution is exempt from the requirement of three endorsements or a presidential exemption that is usually required. The resolution may be immediately put up for voting by a full member of the United Cities. c) The resolution requires at least 5 NAY votes, in addition to a failure to gain at least 50% YEA votes, to fail. d) In the event there is an equal number of votes of YEA and NAY, the dissolution resolution shall pass. e) The president may cast a vote on the dissolution resolution, which is equal in value to any other vote. The voting table for the dissolution resolution may be modified to account for this. f) The requirement for the President to sign the dissolution resolution into law is to be ignored. The President may not veto the dissolution resolution.
6: The dissolution resolution must read as follows:
“This resolution is a motion that will trigger clause 7 of Amendment ###. Upon the passage of this motion, clause 7 of Amendment ### will be triggered. This action will cause assets to be transferred, as described in clause 7 of the aforementioned amendment. This action will dissolve the United Cities, as described in clause 7 of the aforementioned amendment. It is noted that, per Amendment ###, failure of this resolution to be enacted will trigger clause 8, repealing Amendment ### itself.”
Amendment “###” is to be replaced with the respective number this amendment is assigned on its passage.
7: In the event that the dissolution resolution passes and this clause is triggered, the following actions will immediately occur unless otherwise specified:
a) The assets belonging to the United Cities and its committees will be transferred to new owners, as described in the aforementioned report. In the event that an asset is not listed in the report, or no report is submitted at all, all unlisted assets are to be transferred to the MRT Staff.
b) An email shall be sent to staff by the Chief Justice of the United Cities to the MRT Staff, with an attachment containing the aforementioned report, as well as an explanation that the UC has dissolved and it’s assets are being transferred as described in the report. If no report exists, the email to MRT Staff must state that all assets belonging to the United Cities are now under the ownership of MRT Staff.
c) If the Chief Justice is inactive (as described in Article I Section 5 and Article III Section 6 of the constitution), an Associate Justice may perform this action. If both the Chief Justice and both Associate Justices are inactive, any Officer may perform this action. In the event all officers and justices are inactive, any member of the General Assembly may perform this action.
d) Exactly 24 hours after the enactment of the dissolution resolution, this subclause will trigger. Upon this subclause triggering, all provisions of the Constitution, except for this one, will be immediately considered repealed. All enacted resolutions shall be repealed immediately following this subclause’s triggering. All motions, except the motion that triggers clause 7, shall be considered ineffectual immediately following this subclause’s triggering. All committees shall be disbanded immediately following this subclause’s triggering. All UC Wiki pages and the UC Discord shall continue to exist as an archive. The current owner of the United Cities Discord may choose to transfer ownership or continue to administrate it themselves.
8: In the event that the dissolution resolution fails, this amendment will repeal itself immediately following the failure of said resolution.
This amendment and the follow-up dissolution resolution are exempt from any part of the constitution that conflicts with said amendment and resolution.
