A BILL -

To officially approve the plans of the Epsilon National Capital Planning Committee for the new National Capital.


Chapter I

The Island


Article I - General Definition

The Capital of the Republic of Epsilon shall be located on the island located at X 383, Y 71, Z -22846. The Capital shall not be named until a national referendum is conducted to name such island.


Article II - Access to the Server Road Network

Access to the server road network shall be provided by means of B-Class Highway, which may be upgraded to an A-Class Highway in the future. Such a B-Class Highway is already approved for construction by the MRT Server Staff.


Article III - Access to the Private Warptrain Networks

Access to private warptrain networks shall be facilitated by the use of a rail terminal on the southern portion of the island. The private rail companies shall be required to use the city owned, though for public consumption, B1 Bridge Lower Raildeck. The private companies may branch off onto private tracks after the A1/B1 Rail Corridor has reached the A1/B1 Interchange in the swamp south of the Island. Exemptions may be granted by the City Council.


Article IV - Access to the Private Shipping and Ferry Networks

Access to privately owned shipping and ferry lines shall be facilitated through multiple docks around the island.


Article V - Further Access

Access to other means of transportation, the need for which may arise, shall be entrusted to regulation, like the aforementioned modes, by the City Council.


Chapter II

Roads and Public Transportation


Article VI - Road Network

The Island’s road network shall consist of: a main grid system, which shall entail fifty-five (55)‘55’ meter city blocks; a secondary system of diagonal avenues, which shall radiate from the Central Park that is marked by a beacon; and a third network, the island ring road, and all other roads not previously defined.


Article VII - Subway Network

The Island shall have a rail mass transit system (Subway/Metro/Rapid Transit) that consists of warptrains that run in underground tunnels. Such a system should have a central hub under the Central Park, and a secondary hub at the Rail Terminal.


Article VIII - Bus Network

The Island shall have a bus system.


Article IX - Other Modes

Other modes of transport for the Island may be studied and approved by the City Council.


Chapter III

Terraforming


Article X - Terraforming

The City Council must terraform the island to be more buildable, improve the visual quality of the area and give more land for development.


Article XI - Further Terraforming

Any further terraforming must be approved by the City Council.



Chapter IV

Officials


Article XII - The City Council

Legislative Governance shall be provided by a five member elected City Council. The City Council shall have purview over all local laws; Including but not limited to zoning and regulation of transportation and business.


Article XIII - The Mayor

Executive Governance shall be provided by an elected Mayor. The Chairman of the current Epsilon National Capital Planning Committee shall be appointed Mayor for the first term. The Mayor shall have purview over all executive matters; Including but not limited to: Legal ownership of the city (which shall be turned over to the next Mayor, any refusal shall result in expulsion of the Mayor from the Republic), proposing legislation to, and the chairing of the City Council, signing legislation into Law, and day-to-day operations.


Article XIV - The Judiciary

Enforcement of local Law shall be left to the Federal Judiciary.


Article XV - Election of City Officials

All the aforementioned City Officials shall be elected by means of Google Forms in conjunction with the Parliamentary Election Cycle. Only Republic members may vote. The Mayor may stand for reelection at the next cycle. The Mayor shall be elected by means of Single Transferable Vote. The Mayor is limited to two terms in the Office of the Mayor. City Councilors shall be limited to three terms in the Office of City Councilor. The City Councillors shall be elected by means of Single Transferable Vote. An election shall be held within thirty (30)‘30’ days of the passage of this bill.





Chapter V

Appointed and Honorary Officials


Article XVI - The Deputy Mayor

The Deputy Mayor shall be appointed by the Mayor upon their (the Mayor’s) election. The Deputy Mayor shall serve in that position for legal reasons. This office shall not have term limits, as it is considered a “backup” position, meant for only legal reasons.


Article XVII - Honorary Officials

Honorary Officials (Including but not limited to Sheriff/Police Chief/Commissioner, Fire Chief, Treasurer) mayshall be appointed by the Mayor at any time at their whim. They serve no other purpose than roleplay. The Mayor is implored to appoint these officials on the basis of who built those facilities first.


Chapter VI

Placement of Buildings of Importance


Article XVII - The Capitol Building

The Capitol Building shall be located across the street from the Central Park. It shall be connected with the Judiciary and City Hall buildings by means of underground walkway. The grounds shall be flattened in conjunction with the massive terraforming of the Island.


Article XVIII - The Judiciary Building

The Judiciary Building shall be placed immediately west of the Capitol Building. It shall be connected with the Capitol Building and by extension the City Hall Building by means of underground walkway. The grounds shall be flattened in conjunction with the massive terraforming of the Island.





Article XIX - The City Hall Building

The City Hall of the Capital shall be placed immediately east of the Capitol Building. It shall be connected with the Capitol Building and by extension the Judiciary Building by means of underground walkway. The grounds shall be flattened in conjunction with the massive terraforming of the Island.


Article XX - The Ministerial Offices

Offices for the many Ministries and Departments may be placed at the discretion of their leaders.


Article XXI - Central Park

While not technically a building, Central Park shall be regarded as important for the fact that it is the centerpiece of the Island.


Article XXII - Rail Terminal

The Rail Terminal shall be located on the southern side of the Island, near the end of the B1 Bridge.


Article XXIII - Additional Buildings of Importance

Any further buildings of importance shall be recognized by the City Council, and built at discretion unless informed otherwise by the City Council.


Chapter VII

General Construction


Article XXIV - Construction of Infrastructure

Construction of infrastructure shall be left to the members of the Epsilon National Capital Planning Committee, as those members upon passing of this bill are to be the first city officials. Administration of infrastructure shall be by the City, and not by private companies, unless informed of otherwise by the City Council.



Article XXV - Construction of Buildings of Importance

Construction of the Capitol Building and the City Hall are to be led by the current members of the Capitol Committee. Regular persons are not only allowed, but encouraged to help with construction and advise on the design. However, the Committee shall be in charge. Construction of the Judiciary and Ministerial buildings are to be led by the heads of those Ministries, with public input and help. Central Park may be constructed by any person who is up for the task. The Rail Terminal shall be constructed at a later date, and the City Council shall decide the means of that construction.


Article XXVI - Construction of Further Buildings

Construction of further buildings shall be enumerated to all regular persons in the Republic. Franchises and other buildings owned by non-members may be approved for construction by the Mayor. All of these buildings are subject to zoning and other regulations by the City Council.


Chapter VIII

Other Matters


Article XXVII - Swearing-In of City Officials, Elected or Otherwise

Swearing-In of City Officials, Elected or Otherwise, shall be conducted by the Mayor. The Mayor however shall be sworn in by the President of the Epsilon.


Article XXVIII - The City Charter

This bill shall act as the City Charter for the Island unless replaced by mandate of the City Council.


Article XXIX - Amendments

Amendments to this document must pass through the City Council.


Article XXX (Nice) - Worst Case Scenario

In the case of if the Republic ceases to exist, the Island goes to the current Mayor.
