Actually if you look at the diagram there is a black line that encloses part of the graph. This black line marks out the radiation that is considered natural, which would be 85% of the radiation on the graph. It made no sense to me at first either, but if you don't include the 85%, it adds up to 100%. minnesota is the best, except for when shadowboarder isnt in the state (talk) 00:52, 6 August 2016 (EDT)
