Cloud 9

Cloud 9 is a town owned by Purrcat2010 and founded by N04hr on an unknown date. On December 22nd, 2021, Purrcat2010 received the town after the founder's leave of indefinite length. It has a sci-fi aesthetic to it, which is unorthodox to the current mayor's building style. Purrcat, though, is committed to keeping to the style of the town as much as possible. It is currently unranked.

The town is named after the phrase "cloud nine", which refers to a state of mind comparable to the concept of heaven, also after the fact that there are nine districts.

Government (Mostly Lore)

In theory, Cloud 9 is a semi-constitutional monarchy, which means that it is ruled a king or queen with some executive, but not absolute power (somewhat on par with a U.S President) with a Prime Minister appointed by the monarch from the political party or coalition that occupies the most seats in parliament to govern more day-to-day affairs and serve as a symbol of the will of the people. This said, there is no official capital for Cloud 9, but the district of Pinnacle is commonly understood as it de facto since it is most loyal to the monarchy, the royal family lives there, and government is headquartered there. The monarch is the legal head of state of the country, but in practice, the nine recognized districts are basically independent states with varying degrees of loyalty to the king. As such, within Pinnacle, the monarch has near-absolute power, but mostly because that as said, the monarch (and the overarching Cloud 9 government in general) is most popular in Pinnacle.

Districts

According to Noah, Cloud 9 is called that because there are nine districts, plus one unrecognized district formed by rebels fighting the current order. To continue talking about the government structure in Cloud 9, each district is in theory an administrative division of Cloud 9, with some level of devolution given to them. In practice though, beyond the elected MPs, the governors, and other officials that are part of the de jure Cloud 9 government, the districts, as said, are basically independent states. Each district has varying degrees of loyalty to the monarchy depending on the politics within the district and from time to time, and often a Cloud 9-ian thinks of themself as more a citizen of their district than of the entire nation. A wise Cloud 9-ian knows to have the favor of both the monarchy, their and other district governments, and other political or otherwise factions that have influence, especially if they are in politics or business, as this can be a matter of personal safety. The descriptions for each district are as follows and include both existing and planned districts and are a mixture of lore and reality.

Pinnacle

The so-called loyalist district. This the de facto capital of Cloud 9. Many politicians and ordinary people live here. In fact, MPs and other district officials from more unstable and/or disloyal districts often live in Pinnacle while they serve their terms. This district has the town hall and is the most complete. While the overarching monarchy is understood to be the ruling power in the district, there is governed by an elected council with a district head elected from that. In addition to being the most loyal district to the monarchy, it is also one of the most stable districts.

Mechani

The second and last district that Noah came up with before leaving the server. It is the manufacturing center of Cloud 9. Lore-wise, it is fairly loyal to the monarchy, with the current leader (called the Lord Executive) also being the current appointed governor of the district due to their pro-monarchy leanings. It is also a relatively safe district. Also, it has the highest portion of robots in all of Cloud 9, comprising about a third of the district's population.

Elysiaia

The first district that Purrcat solely came up with. It is planned to be like a hippie commune in terms of nature and vibe, governed by direct democracy. Elysaians are generally kind, but largely want to be left alone. As such, it is a Switzerland-esque district, with many diplomatic meetings between factions happening there, just as long the Elysaians are respected. Since they have no district army, they are protected by soldiers mostly from neighboring Mechani.

The Undercity, AKA Underchaos

The Undercity is a mostly planned district intended to be built under most of Cloud 9's "street level", growing with the city as Purrcat builds more. It is intended to be ruined 21st century style buildings mixed with some debased futuristic elements from the rest of Cloud 9. Lore-wise, it is anarchic with many groups (yes, even the rebels have a presence down here). Sometimes, through influence, war, or other circumstance, somebody proclaims themself king or queen of the Undercity, even if they rule the district largely just in name. While there isn't always such a figure, it happens often enough that in the ruins of one of the old buildings, a throne was built at what is now called the Court of the Undercity and even if a self-proclaimed monarch of the district doesn't live here, they can travel here secure their so-called position. It is informally agreed by the groups down here to not fight in or near this location. The reason why it is called the Underchaos because originally, it was where criminals were sent into exile by all the districts save for Elysiaia. Though that practice was ruled out as too cruel, the surviving convicts' descendants chose to stay and the then eight districts signed a treaty with the major groups at the time recognizing the district (making it the first and currently only district to be recognized this way) and normalizing making enclaves down there, which are deemed as safe zones by the treaty along with the Court of the Undercity, though not explicitly recognizing neither past self-proclaimed royalty, nor subsequent ones in the district. The once largely derogatory name for the district is now in common Cloud 9 parlance, but some inhabitants in the district still view it as derogatory.

Afern

Afern is a planned district with an unknown style and location within the city as of yet. The name comes from a billboard within the city. However, it is planned to be in lore, a theocratic district with the religion being one largely based around Buddhism. That said, it is a positive theocracy tolerating other beliefs and practices and being currently neutral on the issue of the overarching government.
