The Governorate Council requires that we set a specific set of regulations for any Metropolitan Planning Organization (MPO) before we can expand on the Governorate Council specifications.

A Qualified MPO is a group of 5 or more cities that:

  • Shares a common planning goal in regards to economic goals, transit, rail, and/or highways
  • Is made of members that are committed to sticking to a common goal
  • Assists each cities in accomplishing the plan through helping with construction and/or planning
  • Has or will have voted on a written and/or drawn vision of what they want to succeed
  • Any votes must be done within 15 days of joining the Federation or risk being deactivated. It is generally best to vote on the planning documents before asking for participation into the Governorate Council as an MPO to ensure the process goes through smoothly.
  • Has an fair and unbiased election system to select the leaders
  • The leader must be clearly identified to be able to participate in the Governorate Council.
  • The leader must have a term limit with an minimum of 1 months and a maximum of 5 months to ensure the elections are done at a regular pattern. This is decided at the MPO level.
  • The MPO must determine who will represent the MPO at the Governorate Council-- either the Leader or an elected position. If an representative is chosen rather than the Leader, they also must be required to have a term limit of a minimum of 1 month and a maximum of 5 months.
  • Is within at maximum a region of 10000x10000 blocks
  • A quadrant with one of its corner at Spawn Point and the opposing corner at one of the four World Border corners is the largest size an MPO can achieve.
  • Central City CANNOT be part of any MPO and will not be included in any MPOs.

It is recommended that an MPO is smaller than an entire quadrant to make MPO-wide goals easier to achieve. A city can only belong in as many MPO as they choose to at the same time, but while participating in any activities within the Mayor’s Council the city must declare which MPO is considered their primary MPO (for voting and counting reasons).
