The Free Kitania Council is the administrative council responsible for governing the Free State of Kitania, a self-proclaimed state which came to power after it overthrew the City-State of Kitania government in Zaquar.
The Great Assembly was established by proclamation of Commander James Parkins, leader of the Free State of Kitania. The membership of the Council consists of Commander Parkins and five unidentified individuals.
Council Resolution 1: Sovereignty & Territorial Claims
Be it enacted by the Council of the Free State of Kitania, by and with the authority of the great Commander, the following:
The Free State of Kitania is an independent state, independent from any other state or government entity below the central government of the MRT, and retains exclusive territorial rights over its land.
The city of Zaquar is exclusively a province of the Free State of Kitania, and its capital thereof. The Council does not recognize any territorial claim to Zaquar by the City-State of Kitania or any other foreign state. The Council also does not recognize any property claims by the City-State of Kitania pertaining to any property in Zaquar, and any government property of the City-State of Kitania in Zaquar is declared property of the Free State of Kitania.
The Free State of Kitania claims territorial rights to the cities of Nippia, Kitania, Zicronia, Llamapolis, and Hillside-Pagoda, which are, as of the enaction of this resolution, under occupation by the City-State of Kitania. Any person within the borders of these territories or any territory of the Free State of Kitania are subject to the authority of the Free State of Kitania.

Council Resolution 2: Declaration of War Against the City-State of Kitania
Be it enacted by the Council of the Free State of Kitania, by and with the authority of the great Commander, the following:
The Council hereby declares that the Free State of Kitania is at a state of war with the City-State of Kitania.

Council Resolution 3: General Arrest Warrant for the President and Other Government Officials of the City-State of Kitania
Be it enacted by the Council of the Free State of Kitania, by and with the authority of the great Commander, the following:
A warrant for the detainment of the President of the City-State of Kitania, along with any other official or employee of the government of the City-State of Kitania, is hereby issued by the Council. Any person subject to this warrant is to be reported to the Free Kitania Armed Forces, and the Free Kitania Armed Forces is directed to detain such persons until otherwise directed by the Council. Should the President of the City-State of Kitania be detained, he shall be brought forth before the Council to be tried for crimes of treason.
This warrant does not apply to those Kitanian government officials who have rescinded their allegiance with the City-State of Kitania and assisted in the liberation of Zaquar on behalf of the Free State of Kitania.
