The Federation of City-States (Abbreviated as “The Federation” hereafter) has the stated purpose to expand cities in the MRT Gamma Server by connecting the cities via constructing links, encourage economic and industrial growth, provide a peer-led court system, and ensure transportation are handled in a manner that is both realistic and makes sense. In order to meet the goals, we have to PLAN for transportation, help BUILD each other’s cities, provide JUSTICE to all, and CONSTRUCT transportation links to easily move people around. It is important to note that The Federation is not considered an official MPO by the staff.

The Federation is structured as the overall MPO with several MPOs under its control. Rather than an unwieldy umbrella organization with its power focused into specific individuals, FCS has balanced itself with the 4 main MPO that has nominal jurisdiction over the majority of the Gamma World. The Federation itself has three relevant groups-- the Mayor’s Council, The Civil Courts, and the Governorate Council. The Federation will have its Headquarters located inside Central City to remove any favoritism towards a specific town.

As explained in the Overview:

All mayors of any city within the new world belongs in the Mayor’s Council, and they decide the general direction of what the FCS should do, including selecting a main focus of the current Monthly Campaign; prioritizing server-wide projects that can be done in concurrent to the Monthly Campaign; and discussing upcoming server-wide goals and/or plans to be implemented in a future Monthly Campaign. The Mayor’s Council also elects a mayor that has not already been selected by the Regional MPOs to represent their interests and demands in the Mayor's Council as the Mayor At-Large every 2 months.

To qualify for a seat elected by the Mayor’s Council, you must be a [mayor] rank or higher, and must represent only one town. Participation is entirely voluntary.

In summary, the mayors of the Mayor’s Council does the following:

  • Decides the Main Focus of the Monthly Campaign
  • Decides what projects we should work on first
  • Elects the Mayor-at-Large for the Governorate Council
  • Assist in each other’s growth
  • Construct necessary projects
  • Contribute in any way they can
  • Submit project requests to their Regional MPO for consideration to be added to the Monthly Vote.
  • Participate in their Regional MPO Meetings which is separate from the Federation


Qualifications Required

The Mayors Council is a voluntary group of mayors from the world wide that meets once a month to vote on topics for the Governorate Council to process and complete. To qualify for the Mayor’s Council, you must possess a [Mayor] rank or higher at the time of signing up; and if part of multiple MPOs, declare your primary MPO on the wiki page of your city.

It is noted that you can choose not to be part of any MPOs, but understand that your voice is severely weakened by choosing not to be part of a MPO. You also, by being part of the Mayor’s Council, agree to abide by the decisions made by the Mayor’s Council, the Governorate Council, or the Civil Courts even if it does not appeal to you.

Political Parties are allowed in the Mayor’s Council. For the purpose of the Mayor’s Council, you are only limited to one vote even if you possess two or more cities. You are still allowed your own vote if your town is part of an SMP.

The only people not allowed to participate in the Mayor’s Council is those who is currently serving a term on the Governorate Council and those who are currently serving a term with the Civil Courts.

Participation in the Mayor’s Council is voluntary; however, it is sensible to have your voice heard.

Council Location and Schedule

The Council Location will be physically be held in Central City in the Federation Headquarters, with its meeting conducted in Mumble, Discord, or in-game, at the Governorate Council Representative’s choosing. Any voting must be done online, and is password-protected or CAPTCHA-protected to prevent any outside influence. Any and all voting results must be posted to the Wiki within 10 hours of the Mayor’s Council meeting.

The Mayor’s Council schedule will be determined to best serve the international audience, so a weekend date is the best day. The Governorate Council Representative is the person tasked with scheduling the meeting. If there is a GSM scheduled, it is recommended that the meeting is held 2-3 hours before the GSM to maximize attendance.

The Governorate Council Representative reserves the right to put the meeting in recess for a maximum of 5 hours to accommodate a GSM if the Mayor’s Council runs late. Monthly Campaign

The council meets approximately once a month at the headquarters in Central City. The Mayors Council Meeting is operated by one of the holders of the Permanent Seat of the Governorate Council to ensure order in its proceeding. The primary purpose of the Mayor Council is to decide on the Monthly Campaign for the Governorate Council to follow.

The Monthly Campaign is a sole goal decided by the Mayor Council in terms of server-wide projects. (Regional projects are the responsibility of individual MPOs.) Examples of server-wide projects includes highways, transportation projects, airports, rail links, ferries systems, bus systems, and the such.

Once voted and approved, the Monthly Campaign timeline is for the Governorate Council to submit any required planning materials for the next GSM within 3 weeks; and to complete all the project within 3 months. It means during any time, there may be as many as 4 Monthly Campaigns that overlaps each other at various degrees of planning and construction. If an Monthly Campaign is rejected by the GSM for any reason, the campaign is dropped and not re-considered until renominated as a different Monthly Campaign.

It must be noted that any ferries, rail, or bus systems set by The Federation will remain neutral, with branding determined by the Governorate Council or by order of the Mayors Council; however, the Governorate Council will be able to sell those companies to transit companies at cost ONLY if their funds are in the negative amounts for 2 consecutive months. This transaction will also only be necessary if the Governorate Council needs to fund-raise money to pay for any current project. If a current project does not need funds to be paid, then the transaction is not allowed.

Council Procedures

At the start of the meeting, the Governorate Council Representative will call the meeting to order. The agenda will then be the following:

  1. The Governorate Council Representative announces the result of the previous Monthly Campaign, and any ongoing projects. <\br>
  2. The Governorate Council Representative announces the amount of money in the Fund
  3. The Officer of the Judicial Oversight Office gives a brief report if any.
    1. If any action is required, this is when you do it (Recommend replacement, etc).
  4. If any new rules or amendment to Framework is needed, submit to Governorate Council and Judicial Oversight Office 24 hours before Meeting for discussion.
  5. Must have majority from both Governorate Council AND Judicial Oversight to proceed to a vote.
  6. Vote on new rules/amendment if needed. Supermajority wins.
  7. The floor is open for discussion about the previous projects for 30 minutes maximum.
  8. The Governorate Council Representative will then close the floor, and open new business discussions.
    1. New Monthly Campaign ideas must be submitted 24 hours prior to open of the Council Meeting
    2. They must be reviewed and accepted by the Governorate Council as a manageable project. Any rejected ideas will be announced with reason given why it is not realistic (time restraints, too small of an scope, MPO responsibility, etc.).
    3. Any inappropriate/frivolous ideas will be rejected outright and not mentioned in the meeting.
  9. Idea Presentation by each individual who proposed the idea, 5 minutes maximum per Idea.
  10. After Presentations, Q&A between Council and Presenter begins. Try to limit it as short as possible, but if controversial, let it talk out.
  11. Vote on a single Monthly Campaign; must be done via a online website.
  12. The second highest vote will be assigned as “Alternative Project” for the Governorate Council to decide whether to assume the project or table it for a future meeting.
  13. Re-tabulate and announce the 6 highest ranked MPOs. If there is any changes in the Governorate Council as a result of a MPO dropping its ranking, this is when the new MPO announce their representative to the Governorate Council for the month.
  14. Vote on the Mayor’s Council Representative to the Governorate Council.
  15. Vote on the Judicial Oversight Office Representatives.
    1. If the Mayors Council wants to add more Representative, do it at this point.
  16. Conclude the Meeting.

Mayor's Representative to the Governorate Council

The Representative to the Governorate Council is the mayor elected by the whole group of mayors that is not currently serving a term on the Governorate Council to represent the Mayors at-large regardless of their MPO participation.

Judicial Oversight Office

The Judicial Oversight Office is the office responsible in monitoring any court cases in the Civil Courts. The Judicial Oversight Representative has no right nor power to speak in any court cases, but to act as an observer. If there are issues, concerns,feedback or bias detected, it is the responsibility of the Judicial Oversight Representative to speak out to the Chief Justice, the Governorate Council, and the Mayor’s Council. There will be two representatives elected by the Mayor’s Council. The Civil Court does not require an observer at all cases; it is upon the Mayor’s Council to select an individual who will attend those cases as they are the eyes and ears of the Mayor’s Council in the Civil Courts.

If the Mayor’s Council feels the need to add more Judicial Oversight Representatives, they may do so at their own discretion.

The Judicial Oversight Office will be located inside the Federation Headquarters in Central City.

7(a) Danielston is officially a Mayor town, but has Senator privileges due to its membership in UCWT. (b) Per the Membership Proclamation passed by the Danielston Town Council and signed by Mayor Pueff, Danielston is "first, foremost, and always" a member of SWAT, and, within SWAT, Region Five. However, the City is committed to also representing the interests of the UCWT shared municipality (sometimes signed as Union County,) and will maintain this duality of membership and interest as a further check and balance of power.
