This page is designed to act as an introduction to the League of Cities for new members. If you are new to the League of Cities, or are considering joining, you are advised to read this page.

What The League of Cities Is

"The goal of the League of Cities is to preserve the peace, promote justice, and maintain equality within the League of Cities and throughout the server."

The League of Cities is an organization of many different cities and states across the server in order to promote the interests of its members and encourage cooperation. In one essence it promotes roleplay between member cities, but is designed to work as a tool of cooparation between cities. The founder of the League of Cities is Camelfantasy, who founded it on September 1st. Membership skyrocketed in the first few months, and continues to steadily increase even today.

Joining

Cities and states joining the League of Cities should be interested in this section. There are two options when joining the League of Cities: member status and observer status. Member cities are granted full priviledges and voting rights in the League of Cities. Observer cities are generally less active in the organization, and are given 1/2 a vote in League of Cities activities. Councillor towns and higher, as mandated by League of Cities policy, are automatically accepted into the League of Cities. Unranked towns need to be approved by a leader. Old world towns are eligible to become part of the League of Cities, however to this date there has not been an independent old world city in the League of Cities.

Officials

No organization can function without some sort of central leadership. The League of Cities accomplishes this with its democratically elected officials. Officials are divided into two categories: leaders and officers. Leaders are tasked with directing the leadership of the organization. The leaders include the Founder, Secretariat, Deputy Secretariat, General Assembly Chief, and Chief Justice. Officers are at a lower level than leaders, and are elected to direct a specific agency or job within the League of Cities.

Leaders

The leaders are, in essence, the people in charge. These are the people that direct how the organization functions and maintain the basic infrastructure holding the League of Cities together. They include the following:

Secretariat The Secretariat is the top-level elected leader of the League of Cities, tasked with running the organization alongside the Founder. The Secretariat is responsible for starting and running programs, providing oversight to officers as well as other leaders, and maintaining the basic structure of the League of Cities. _hnt1
Deputy Secretariat The Deputy Secretariat works alongside the Secretariat to run the organization, and performs the Secretariat's duties in the absence of the Secretariat. KittyCat112311
General Assembly Chief The General Assembly Chief runs General Assembly Meetings of the League of Cities, which are important meetings run by the members of the League of Cities to make decisions for the organization. The General Assembly Chief maintains order in meetings and is responsible for keeping records of the meetings and decisions made. jamess29121
Chief Justice The Chief Justice is elected to lead the judicial system of the League of Cities. The Chief Justice and his or her appointees preside over court cases in the Intercity Court of Justice, which is tasked with enforcing League of Cities policies and maintaining fair and civil trials. Officers

The officers of the League of Cities direct specific areas of the organization's activties. They are listed below:

Getting Involved

There are numerous ways to get involved and contribute to the League of Cities.

Resolutions

Resolutions are the basic, backbone way of making decisions in the League of Cities. An example of direct democracy, resolutions allow all members of the League of Cities to vote on decisions for the organization. Any member can propose a resolution on the League of Cities/Resolutions/Proposals page, and voting occurs on the League of Cities/Resolutions page. Resolutions, for the sake of efficiency, are limited to two weeks duration, and resolutions are completed when either two weeks pass or one voting option receives a majority vote of all League of Cities members.

General Assembly Meetings

Some things, of course, need more discussion that a simple resolution allows. For this, the League of Cities schedules monthly General Assembly Meetings, which occur on GSM days. At General Assembly Meetings, topics are discussed openly between League of Cities members, with order at the meeting maintained by the General Assembly Chief and other leaders. After discussion is held, the General Assembly Chief conducts a vote among the members present at the meeting. If you are a League of Cities member and have an idea to bring up at a meeting, you are welcome to do so.

Elections

In addition to the direct democracy encouraged by resolutions and General Assembly Meetings, regular elections are held to determine the representatives of the League of Cities members in the leadership of the organization. Two elections are held each year, with one held in March and another held in September. Any League of Cities member is allowed to run for a leadership or officer position in the League of Cities, however it is highly recommended that you have some sort of experience in the League of Cities if you wish to run. Elections run for a week at the beginning of March and September, and campaigning is usually conducted in the month prior to the election. Elections are considered times of excitement within the League of Cities, as the officials in the organization are swapped with each election at the will of the members. Any League of Cities member is eligible to vote in elections as long as they do not join the League of Cities in the middle of the election.

Subordinate Officership

All departments of the League of Cities appoint officers, either new or old ones every half term, to help carry out responsibilities. Appointments are decided solely by the department head, who is elected every half year. If you seek a position within a department, simply talk to the head officer of that department.

The League of Cities manages several departments, each administrating a different function.

Under the Secretariat Office:

  • Chief Administrative Office (headed by Secretariat)
  • MRT Armed Treaty Organization (headed by Supreme Allied Commander)
  • Transit Commission (headed by Transit Commissioner)
  • Search and Rescue Operations Command (headed by Search and Rescue Operations Commander)
  • League of Cities Secret Service (headed by Head of Intelligence)

Under the General Assembly

  • General Assembly Administration (headed by General Assembly Chief)

Under the Justice System

  • Intercity Court of Justice (headed by Chief Justice)

Rules

In order to maintain order within the organization, it is necessary for rules and policies to be implemented, which are listed on the League of Cities/Policies page. These policies include directives on how the League of Cities should be run, as well as mandatory rules for its members within the League of Cities. Policies are passed and may be amended or removed by resolution or General Assembly Meeting. Violations of policies will be investigated and prosecuted in the Intercity Court of Justice.

Important Words/Phrases to Understand

  • General Assembly - refers to League of Cities members as a whole, not to be confused with the General Assembly Chief, the elected leader of the General Assembly, a General Assembly Meeting, a general meeting of all members, or a General Assembly Chief[bozx], a certain person that held the title for part of one meeting and helped run it.
  • Resolution/Poll - a Resolution is generally of some importance, usually Policy changes or officer removal, and will be voted on officially. A Poll is not as important, is generally a matter of unimportant opinion, and will not be voted on as officially.
