This page is a log of all proposals in the House of Representatives of the Epsilonian Republic. Pending proposals are currently being voted on, enacted proposals have gained a majority (or super majority for constitutional amendments) and rejected proposals have failed to gain a majority (or a super majority for constitutional amendments). Each proposal is given a code to easily identify it:

  • Prefixes
    • ER - Stands for "Epsilonian Republic". Originally this was applied to all legislation, regardless of whether or not they were actually legislation, however as of ER-34A which created resolutions this now only applies to amendments and bills.
    • R - Stands for "Resolution", these are all resolutions, however resolutions that happened before the LSA was passed and were never formally made into laws retain their original ER code.
    • CC - Stands for "City Council" these are all amendments of the Capital Planning Act by the City Council without going to a house of representatives vote.
  • Middle
    • [Insert number here] - Number stands for the... well, number of the proposal. These are given out chronologically as they are put up for a vote, so a proposal created after another one may get the first number if it is put up to vote. Multiple pieces of related or conflicting legislation may have the same number.
    • [Insert letter here] - Letter stands for which version of the proposal is being voted on. Most proposals are A however, in the case where multiple proposals all have similar functions and are being voted on at the same time, each of them is given the next letter along, sequentially. This may also be given when multiple related pieces of legislation which are not conflicting are being voted on at the same time.
  • Suffix
    • Emergency - These are proposals which were voted on in a state of emergency, and as such may have waived some usual requirements for a vote.
    • [Insert Number here][Insert Letter here] - The number is referring to a either a single proposal or a group of proposals which have similar but non-conflicting goals. This is only given to resolutions which manage the introduction of said pieces of legislation. They also have a letter which is the letter after the last letter used in said group of legislation (eg if the last letter used is "C" because the resolution is managing three bills/amendments, then the resolution will have "D" at the end. Note this letter is always in the suffix, not the middle).

These are bills, amendments and resolutions that have been voted on and have ether gotten a 2/3 majority (for constitutional amendments) or a 50% majority for other amendments, bills and resolutions.

ER-01A-EMERGENCY

ER-01A-EMERGENCY was an informal emergency vote on suspending the powers and roles of discord administrators in the Republic. The vote ended early after hitting 7/0.

ER-02A-EMERGENCY

ER-02A-EMERGENCY aims to modify article 35 of the Epsilonian Republic Constitution, which prior to the vote was "Elections are held during the span of 1 week to 1 month after a previous election depending on the situation."

The goal of ER-02A-EMERGENCY is to set a more rigid voting period, and wishes to change Article 35 to the following, and create a designated chapter of the constitution specifically for electoral matters.

Art. 35: Election periods are to be as follows:
(a) Elections may happen no later than four months after the previous election.
(b) Elections may happen no sooner than one month after the previous election.
(c) At any point after B, and before A, a member of Parliament with the support of 4 other members of Parliament may put forwards a vote to have a new election. Should this vote receive a majority "YEA" vote, parliament will be dissolved, and an election will begin no later than three days after the vote.
(d) Each election period shall last at least one week, and no more than one month, allowing ample time for debate, campaign, and the forming of manifestos and goals for the upcoming parliamentary term.

ER-03A-EMERGENCY

ER-03A-EMERGENCY aims to modify article 31 of the Epsilonian Republic Constitution, which prior to the vote specified the amount of seats a town of each rank got in parliament. This proposal seeks to modify this, and give more representation to larger cities.

The proposal, if passed, would change article 31 to the following:

Art 31. Members of the Republic of Epsilon must have representatives in the House of Representatives for their towns. The amount of representatives each town has will be distributed based on the rank, with the number being as follows.
1 - Unranked (SAME)
2 - Councillor (SAME)
4 - Mayor (+1)
6 - Senator (+2)
8 - Governor (+3)
12 - Premier (+6)

Please note that the number/txt following each rank will not be added into the amendment itself, and is there to indicate the change compared to what was given to these ranks.

ER-03B-EMERGENCY

ER-03B-EMERGENCY aims to remove the ability to grant extra seats to towns for any reason aside from them ranking up with in-game MRT ranks. This prevents towns from gaining votes for subjective or political reasons, and aims to block a potential source of gerrymandering and corruption.

The proposal, if passed, would create an article named Article 31b, which would be the following:

Art 31b. Towns may not be granted extra seats for any reason aside from the town ranking up on the MRT.

ER-03C-EMERGENCY

ER-03C-EMERGENCY aims block a potential source of corruption, by mandating minimum size requirements for unranked towns. This minimum size consists of (1) fully completed building or structure. The goal of this proposal is to block a method gerrymandering and corruption, whereby a bad actor could create several unranked towns with very little effort, and add them to the Republic, giving them more seats. Pre-existing towns such as Tropica that do not meet these requirements will be automatically grandfathered in.

The proposal, if passed, would create an article named Article 31c, which would be the following:

Art 31c. Unranked towns must have a minimum of (1) fully completed building or structure in order to be admitted into the Republic, and gain seats in the House of Representatives.

ER-04A-EMERGENCY

ER-04A-EMERGENCY aims to modify how parliament is voted in, and abandon the use of blargbot in favour of a system that allows for vote splitting, and secret ballots.

This new system would use google forms, and be maintained by an elected official, known as the Minister of Elections. A trial run of the system can be seen here: https://forms.gle/wMnPnALUb3kftTQH9

This proposal, if passed, would split Article 35 into Article 35a, and Article 35b. Article 35a would contain the old text of Article 35, which was recently modified as a result of ER-02A-EMERGENCY.

Article 35b would read as follows:

Art. 35: Elections for Parliament are to be held through Google Forms. Elections for Parliament will last for a week, as specified in Article 35a, and will run concurrently with the Presidential Elections.
The following conditions must be met in order for Parliamentary Election to be valid:
(a) The Google Form must allow for each city to split its own seats between every extant party (including independent) however that city likes, and allow for that city (along with every city owned by that Member of the Republic) to split 'ALL' of its seats, should it choose to.
(b) No party shall be excluded from the ballot.
(c) Members of the Republic must be allowed to vote once for each of their cities.
(d) Members of the Republic must be able to recant their vote by contacting the Minister of Elections with their verification code, and be able to request that their vote be deleted, allowing them to resubmit their vote.
In order to vote, members would need to vote once for each of their cities, generating a different verification code each time, and messaging that to the Minister of Elections. If a city desires to revote, it may revoke its verification code by contacting the Minister of Elections, who is to then delete that city's vote, allowing them to resubmit their vote.

ER-04B-EMERGENCY

Article 35c would read as follows:

Art. 35c: Elections for the Presidency are to be held through Google Forms. Elections for the Presidency will last for a week, as specified in Article 35a, and will run concurrently with the Parliamentary Elections. Member of the Republic may vote exactly once, and in order to vote members must supply the Minister of Elections with a verification code that they used in the form. The following conditions must be met in order for the Presidential election to be considered valid:
(a) The form itself must allow for the voter to rank each candidate, and no candidate, provided they are a Member of the Republic of Epsilon, may be excluded.
(b) The ballots are to be calculated using the single transferable vote method, until only two candidates remain. Of these, the one with the most votes shall be elected as President of the Republic.
(c) Members of the Republic must be able to recant their vote by contacting the Minister of Elections with their verification code, and be able to request that their vote be deleted, allowing them to resubmit their vote.

ER-04C-EMERGENCY

ER-04C-EMERGENCY aims establish a position known as the "Minister of Elections."

This position would be tasked with running and maintaining a fair and unbiased electoral system.

This proposal, if passed, would append Article 35 of the constitution, adding a section known as Article 35d.

Article 35d would read as follows:

Art. 35: The Electoral System shall be maintained by an elected official known as the Minister of Elections, who shall serve for '(1)', and only '(1)' consecutive parliamentary term at a time. This Minister is to ensure with utmost care that the electoral system remains open, accessible, and free. All changes put forth by the Minister of Elections to the voting system must be approved by the House of Representatives, with at least a '(75%)' FOR vote.
If the Minister of Elections is ever found to be tampering with this system without the permission of the House of Representatives, they are to be removed from the position, and banished from the Republic permanently. Investigations of corruption shall be handled by the Judiciary, and the Minister of Elections, along with any other Ministers, are required to cooperate.

ER-04D-EMERGENCY

ER-04D-EMERGENCY aims to improve the transparency of elections by mandating the publicizing of voting results.

This proposal, if passed, would append Article 35 of the constitution, adding a section known as Article 35e.

Article 35e would read as follows:

Art. 35: Following every election in the Republic of Epsilon, the Minister of Elections has at most, '(72)' hours to release results to the public in an accessible manner, in a way that all persons, both Members of the Republic and not, are able to see it. Percentage of the vote MUST be shown, and it is encouraged to list voting numbers as well. 

Names and Verification codes are not to be released (with the exception listed below), and any Minister of Elections caught doing is to have their position put up for a vote, with them being unable to run for at least '(1)' term after. However, names and Verification codes are allowed to be released in one circumstance only, and that is under the suspicion of an individual voting more than once by using alternate accounts. Such data is to be handed over to the judiciary immediately, and then released publicly. Those not suspected of using accounts must have their names and verification codes remain private still.

ER-05A-EMERGENCY

ER-05A-EMERGENCY aims to formally remove discord Administrator as a separate position of government, and instead replacing the position with the Minister of Communications, the President, the Vice President, and the Prime Minister. It aims to do this by modifying Article 43 from the Epsilonian Republic's Constitution.

Article 43 would read as follows:

Art. 43: The administrative permissions over the Republic of Epsilon discord shall be granted to those elected to the ranks of President, Vice President, or Prime Minister.
These permissions shall be revoked from the holders of these positions should they either lose a vote of no confidence, or have been found to have violated the constitution. 
A position of Minister of Communications shall also be established, which will serve as an appointed or elected discord Administrator. Upon a new election of a new President, the president may, at their discretion, appoint, or start an election for a new Minister of Communications.

ER-05B-EMERGENCY

ER-05B-EMERGENCY aims to formally remove discord Administrator as a separate position of government, due to a long history of autocratic rule stemming from the position. It aims to do this by removing Article 51 and Article 52 from the Republic of Epsilon's constitution.

Article 51 currently is as follows:

Art. 51: Future Administrator candidates of the Republic of Epsilon discord should not be subject to political party politics during an Administrator election. Administrators will have a tenure of two parliamentary sessions after a political election and will be subject to re-election or resign.

Article 52 is currently as follows:

Art. 52: Administrators should hold elections for the House of Representatives if necessary.

ER-06A-EMERGENCY

ER-06A-EMERGENCY aims to correct an oversight proposals ER-04B-EMERGENCY and ER-02A-EMERGENCY. ER-04B-EMERGENCY and ER-02A-EMERGENCY brought modifications to Article 35, creating a ranked voting system. However, due to an oversight, Article 43 was left untouched. Article 43 now is in conflict with Article 35, and must be removed to fix this.

Article 43 currently is as follows:

Art. 43. A two round voting system shall be enacted, with the first round determining parliamentary seats for political parties. The second round will determine the President with a two-horse race of the leaders of the two biggest parties. These voting systems will be taken place in a period of a week for campaigning.

ER-08A, hereby known as The Department of Foreign Affairs Act, seeks to establish a formal government wing dedicated to diplomacy with other nations on the MRT, by doing the following:

1) There shall be a new Department of the Republic of Epsilon named the Department of Foreign Affairs.
2) The president shall appoint a Head of Foreign Affairs. This Head of Foreign Affairs shall appoint Department of Foreign Affairs employees. 
3) The position of Ambassador shall be created. This position shall be under the Department of Foreign Affairs.
4) The president shall appoint ambassadors to specific countries.

ER-09A, hereby known as The Ministry of Transportation Act, seeks to amalgamate the various transportation ministries under a single banner while maintaining their various jobs, by doing the following:

1) There should be one Ministry of Transportation where all Rail, Air, and Sea divisions are still intact but are simplified into one official ministry of government.
2) There should be a joint-venture of multiple different third party transportation companies to work on a foundational national project that can connect parts of the country using Sea, Land and Air methods.
3) There should be a bipartisan effort to nationalize only joint ventures, and not make a single company for the whole of the Republic of Epsilon.

ER-10A aims to remove Article 30 from the constitution. The proposer, Echohue, sees this article as an archaic holdover from the past era, and wishes to remove it outright to further the autonomy and freedom granted to towns.

Art. 30. All towns in the Republic of Epsilon are encouraged to have a noticeable flag in their town hoisted on soil and a banner in their town hall of the Republic of Epsilon.

The Epsilon Discord Codification Act
Whereas Epsilon’s Discord is the primary method of communication within the republic, I move to make this official and require all Epsilon members to be within the discord in order to vote and converse. 
(a) All epsilon members shall be required to have a discord account within the Republic of Epsilon Discord, within 30 days of this proposal becoming law. 
(b) Members who leave the Republic of Epsilon Discord will be removed from the republic within 30 days. 
(c) All voting shall be conducted via the discord so that vote counts are uniform and easy to tally.
(d) There shall be no exceptions made to this bill except for another bill amending it.

ER-18A is a proposal that aims to preserve Epsilon's nature by creating a Federal Department of Land Services, which would oversee the creation of National Parks.

AN ACT - To establish a Federal Department of Land Services which shall oversee the creation and management of preserved server land that shall be used as National Parks. The National Parks shall entail a welcome center, with limited commercial services and housing, a hotel, and a park office; and land that is relatively in its natural state which is preserved for public viewing and consumption. The natural land should entail a clear majority of the allotted land. Any National Parks that are already in use as directed and owned by member states may be considered by act of Congress an Epsilon National Park. Private transportation companies, if presented with the opportunity, shall be allowed to service these National Parks. A cabinet position will be established to head the Department of Land Services and will be appointed by the administration.

ER-19A, named the "National Capital Act", aims to set a national capital of Epsilon in place by appointing a 5-person committee to do so.

AN ACT - To establish a 5 member committee, headed by Rep. EliteNeon, with the rest of the vacancies to be nominated and confirmed by Parliament, to find a spot for a new National Capital. The Capital should entail a central government building, which shall house the Parliament, the Court, and the offices of the President, Vice President, Prime Minister, Deputy Prime Minister, and the Leader of the Opposition. The Ministries shall be housed in individual office buildings within the immediate vicinity of the central government building, or Capitol Building. The spot chosen by the committee shall only be the Capital if Parliament approves the site. The spot is preferred to be a new city, but currently existing towns and cities will be considered.

ER-021A, hereby known as the Epsilon Rail Act, aims to create a national railway company named EpsilonRail.

The act seeks to do the following:

a) EpsilonRail (EPR) shall be established as a public company owned by the Republic of Epsilon and managed by the Ministry of Transport's department of rail. The minister of rail serves as the chief executive officer.
b) EPR shall operate services, have its own rolling stock, and have its own track.
c) Other companies may request permission to operate on EPR owned track. This permission can be given and revoked at any moment by EPR (and by extension, the Minister of Rail), at its own discretion.

ER-022A, hereby known as the Department of Roads Act, aims to create a new department under the Ministry of Transport, named the Department of Roads.

The act seeks to do the following:

a) A new department of the Ministry of Transport shall be created. This department shall be named the Department of Roads.
b) This department shall oversee the creation and management of Epsilonian Highways.
c) Epsilonian Highways are roads that are built between 2 Epsilonian towns. These can stop in other towns, both part of and not part of the Epsilonian Republic, with the town’s mayor’s approval.

b) The Epsilia shall be under the purview of Department of Communications, but will continue to be largely run autonomously by i____7d.
c) All advertising revenue by The Epsilia will go to the Republic of Epsilon

ER-25A, hereby known as the Epsilon Seaways Act, aims to create a nationalized boat company named Epsilon Seaways.

Epsilon Seaways Group Act

I - Definition
1) EpsilonSeaways Group is a public run organization owned by the Republic of Epsilon and managed by the Ministry of Transport's Department of Sea. It is a publicly owned and run organization and does not have a CEO.
2) The Epsilon Seaways Group is an alliance between passenger ferry/ship/boat companies and passenger seaplane services who agree to join the group.
3) The Epsilon Seaways Group shall have the ability to buy spaces for boats from ports/marinas and give them for free to its members on the conditions that they:
    a) Occupy the space with the specified vehicle within 30 days,
    b) Do not operate a route between two towns already served by another Epsilon Seaways Group member,
    c) Do not give the space to any other company or person, inside or outside the Epsilon Seaways Group, and
    d) Return the space to the Epsilon Seaways Group upon vacation of the space, removal/leaving of the group or violation of the above terms.

II - Members
1) Any company willing to join the Epsilon Seaways Group must:
    a) Already operate routes between a minimum of 3 ports, and
    b) Not have joined the group before and been removed due to a violation of terms.
    c) Not have an owner who has joined the group before with this or a different company and has been removed due to a violation of terms.
    d) Have an owner in the Epsilon Republic.
2) The Epsilon Seaways Group reserves the right to remove any member from the group due to a violation of services.
3) Any boat/ship/seaplane space bought by a member is owned by the group as a whole, however they can use it straightaway.

III - Audit
1) The Epsilon Seaways Group must keep a running audit of each space owned by the company, its members, its banned members, the owners of the member companies and the current owners and routes run from each space. This must be updated at least monthly.                                                                                                                                                                                                                                

IV - Legal Responsibilities
1) The person who currently owns the space is responsible for any requirements made by the port owner, and must return the space to them if requested.

ER-26A, hereby known as the Epsilon Park System Improvement Act, aims to improve the Republic of Epsilon's National Park system.

I) Environmental Locations of Interest (ELIs or Minor Parks).
1) An ELI is a park or other nature related area of interest of lower status than a national park.
2) ELIs may be created at the Minister of the Environment's discretion provided they have permission from owners of all land within the ELI.
3) An ELI must be either:
    a) Be within the borders of a RoE member town/city OR.
    b) Have a development owned by a RoE member within 100 blocks of it.
II) National park restriction changes
1) National Parks must have a welcome center and park office, which may be combined into a single building provided both aspects of the facility are present.
2) Unless stated otherwise in the act creating the park all National Parks must contain some commercial services and housing.
3) The act to create a National Park must specify whether or not the park is to contain a hotel, if it does not specify it is assumed the park will not contain a hotel.
4) National Parks must have some number of roads and/or walking paths to allow for travel around the park.
5) Acts that create National Parks are neither Bills nor amendments, they still must contain a title but must only specify the following.
    a) If the National Park is to be a new construction, is an adoption of an RoE member's pre-existing park as a National Park, or an adoption of an ELI as a National Park.
    b) Whether the Park is to contain a hotel, housing, and shops.
    c) The coordinates of the welcome center site (can be any point in the welcome center as long as the point is contained within the final buildings).
    d) An image of the boundaries of the national park.
    e) Any other information about that park that its proposer deems necessary to provide.
6) The title of the act creating a National Park must be Name of National Park Being created Act.
7) Acts to create National Parks must be reviewed for at least 1 day, after which two MPs may motion for a vote.
8) A clear majority of the land in the National Park must not be developed land, the land can however be terraformed as long as it does not look like a developed area.
9) Any MP may propose a National Park provided they have permission from the owners of all land contained in the park and the Minister of Environment .
III) Ministry of Environment
1) From this point forth the duties of the Ministry of Environment shall be the following:
    a) Creating and maintaining the RoE National Park System.
    b) Creating and maintaining ELIs.

ER-29B aims to modify Article 34 of the constitution, by creating a new section, known as Art. 34f. Art. 34f allows for elections to be, at the behest of the house of representatives, redone with a new Minister of Elections should issues occur.

Art. 34f: Should the Minister of Elections fail to release the results in a timely manner (or give valid reason for there being a delay), or should suspicions of an unfair or rigged election arise, the house of representatives may submit a motion for a new election. This motion must be done within '7' days of the election's conclusion, and requires the support of at least '8' MPs. The president and prime minister are unable to block this motion, and a vote will be held immediately once the 8th MP has supported it. Should this motion receive a '75%' YEA vote, a re-election will occur, with a new Minister of Elections chosen by the house of representatives. The former Minister of Elections shall be barred from ever holding a government position again, should this vote succeed.

The constitution shall have all of its numbers and letters renumbered for clarity, ease of amending and to follow the LSA (Legislative Standard Act) This shall be done as thus: 
- The "Chapter Number." in each chapter shall be changed to "Roman Numeral - " (This is simply for consistency with our other laws, you would say it in the same way) 
- Each article shall only use a number followed by a full stop (no "Art.") which starts at 1 for the first article of each chapter. 
- Each subarticle shall only use a number followed by a full stop which starts at 1 for the first subarticle of each article. While in law this is supposed to be a lower case letter, in practice the number is used in wiki pages because of wiki formatting issues. 
- In a similar manner, each subsubarticle shall only use a number followed by a full stop which starts at one for the first subsubarticle of each sub article. While in law this is supposed to be a lower case roman numeral, in practice the number is used in wiki pages because of wiki formatting issues. 
- Any article which has a letter immediately after the number (notably, article 34) shall have the letter taken away and the article become a normal article, with all of its sub articles becoming normal sub articles. 
- The old article numbers will be kept in brackets after each article. 
- Article change history shall be moved to a single section at the bottom of the page, and the entirety of the constitution shall be rendered as normal text as opposed to code blocks.

A resolution to manage the creation of the Judicial Branch
1. The Judicial Act (ER-35A), the criminal code (ER-35B) and the constitutional amendment for the Judiciary (ER-35C) cannot be voted on until this resolution has passed.
2. None of the three aforementioned laws shall pass unless all of the other laws have passed.
3. If all laws pass:
    a. There shall be a normal election for the Judiciary within a week of the passing of the three aforementioned laws.
    b. There shall be a discord category named “Judiciary” with these channels (the list of which may be changed, modified, added to and taken 
         away from by administrators):
        i. #judiciary-chat - A public channel relating to the Judiciary
        ii. #judiciary-case-submission - A public channel for doing just that.
