The South-Southeastern Association, or SSA, is a Metropolitan Planning Organization in the south and southeast areas of the new world. It acts as an MPO that serves more advanced cities and towns than the South Eastern Cities Corporation.

The SSA is founded upon the same principles as and under a similar structure to the Central North Association.

For Federation purposes, each city is assigned points, which overall determine the size of the MPO, as follows:

  • Governor: 4 points
  • Senator: 3 points
  • Mayor: 2 points
  • Councillor: 1 point
  • City in an SMP: +2 points

The SSA currently has a cumulative 35 points.

Constitution

The Constitution of the South-Southeastern Association is the charter upon which the SSA operates under. New members of the SSA agree by joining to abide by this Constitution.

Article 1 - Government Organization

The South-Southeast Association will be governed by a system of democracy. The government will be organized as such:

  • The General Council consists of the members of the SSA. The General Council decides on laws by a vote, in General Council Meetings to be regularly scheduled at a time established by the General Council. The General Council will elect a Head General Councillor to lead the General Council.
  • The Senior Council acts as an executive council of 3 members elected by the General Council. The Senior Council is responsible for operating the organization under the direction of the General Council and sorting out any small logistics. Members of the Senior Council are considered separate from the General Council.
  • The Senior Council will also appoint a Governate to lead the Senior Council and the SSA, and represent the SSA in The Federation. If the Governate cannot be decided by the Senior Council, he or she will be elected by the General Council.
  • The Judicial Council is responsible for enforcing the laws and constitution of the SSA. Elected by the General Council, the 3 member Judicial Council hears legal cases brought before them and passes judgement based on the laws of the SSA. Members of the Judicial Council are still considered members of the General Council.

Article 2 - Responsibilities

The following responsibilities are defined for the councils of the SSA:

General Council

Members of the General Council must regularly attend meetings and actively participate. Any member that misses a second meeting in a row will be declared inactive, and have their membership not counted towards votes required for obtaining a majority. If a member is unable to attend meetings due to issues such as time zones, the member should declare an alternate representative for General Council Meetings. The General Council must also determine a regular schedule for meetings. At meetings, General Council members are expected to listen intently, and vote upon each proposed law or directive brought before them, and propose amendments to existing proposed laws. The General Council must also approve proposals for projects that are overseen by the Senior Council, and should perform audits on the project if any irregularities develop.

Senior Council

Members of the Senior Council must be active in the organization. The Senior Council is responsible for running the SSA, for coordinating, proposing, and overseeing projects, which must be approved by the General Council, and for approving or rejecting laws passed by the General Council. The Senior Council also is responsible for oversight of the small logistics of the SSA. Senior Council members are expected to attend all meetings, and failure to do so may result in automatic removal and reelection.

Governate

The Governate, in addition to the duties as a member of the Senior Council, is also tasked with representing the SSA. In The Federation, the Governate votes on behalf of the SSA, however his or her votes must be agreed upon by at least one of the other Senior Council members.

Judicial Council

Members of the Judicial Council must consider all cases farily and without bias. Cases must be decided on the basis of the Constitution and other laws. In a case where a member of the Judicial Council may be biased, the Senior Council may appoint a temporary replacement for the trial, unless it would create a possibility for bias in the case, in which case the replacement will be elected by the General Council. A biased Judicial Council member must declare their bias.

Article 3 - Passage of Laws

The following procedure is defined for the passage of laws and other directives:

  • Laws may be proposed by any member of the SSA.
  • All proposed laws must be passed by a majority of the General Council.
  • After passage by the General Council, the Governate and at least one other Senior Council member must approve the law for it to pass.
  • All laws passed will be reviewed by the Judicial Council. If the law is found to conflict with the Constitution, the Judicial Council will declare the law invalid.
  • Most laws should be passed through meetings, however they may be done on the wiki in emergency cases.

Article 4 - Legal Procedure

The following procedures must take place in the event of a legal dispute:

  • Any SSA member may bring about a lawsuit against another player or the organization as a whole. Additionally, the SSA, under the direction of the Senior Council, may bring about a lawsuit against a player.
  • Lawsuits must be heard within a week of being filed.
  • In a trial, the following procedures must be followed.
    • Arraignment: The defendant must be informed of what they are being accused of, then be offered the chance to plead guilty or not guilty. If the defendant pleads guilty, the procedure skips to sentencing. If the defendant pleads not guilty, the Judicial Council will decide whether or not to invoke tentative restrictions on the defendant until trial.
    • Indictment: A hearing will then take place to decide whether or not the case has enough evidence to go to trial. The Judicial Council will then meet. If they decide there is not enough evidence, the case is dismissed. If they decide there is enough evidence, the case continues to trial.
    • Trial: In the trial, held before a jury, each side will be allowed opening and closing arguments, and inbetween may call witnesses and interview them. Each side may cross-examine the opposing witness. The Judicial Council members will act as justices.
    • Verdict: A jury, selected of players online which does not necessarily need to consist of SSA members, will then decide the verdict for the case. Verdicts decided by the jury must be unanimous. If the verdict is not guilty, the case is dropped, and any tentative restrictions imposed at arraignment by the Judicial Council will be lifted. If the verdict is guilty, the procedure continues to sentencing.
    • Sentencing: After being found guilty, the Judicial Council will determine a punishment for the defendant.

Article 5 - Elections of the Senior & Judicial Councils

The following procedures are outlined for elections:

  • Members of the Senior Council and the Judicial Council are elected every three months by the General Council. Members of the General Council will each submit a ballot with the three candidates they wish to become members of the Senior Council, and the same for the Judicial Council. The top three candidates with the most votes will be elected as members of the council being elected.
  • The three members of the Senior Council must then agree internally upon who will become the Governate. If the Senior Council cannot come to an agreement, the General Council will hold an election, in which they will pick which of the Senior Council members will be Governate by a majority or plurality vote.
  • Until the Senior Council has elected a Governate, the previous Senior Council and Governate will remain in power.
  • The Head General Councillor is also elected every three months by the General Council, and will be elected by a majority or plurality vote.

Article 6 - Impeachment

  • Any member of the Senior Council or Judicial Council may be removed by a majority vote of the General Council, resulting in a special election.
  • The General Council may also vote to remove any member of the SSA. This requires a 3/4 majority vote.

Article 7 - Rights

The following rights may not be infringed upon by the SSA:

  • All members have the right to freedom of speech.
  • All members have the rights to conduct affairs as they wish in their own cities as long as another player is not negatively impacted.
  • All members have the right against self-incrimination.
  • All members have the right not to be discriminated against for their religion, gender, race, ethnicity, heritage, sexual orientation, or gender identity.

Article 8 - Amendments

This Constution may be amended by a 2/3 majority of the General Council and a unanimous vote from the Senior Council.

Article 9 - Admittance of Members

Members may be added within the area of coverage, including all areas as far west as Utopia and as far north as Segville, by any Senior Council member. New members must be Councillor or higher.

Article 10 - Implementation

Until the SSA has gained ten members, the temporary Governate will be KittyCat11231, and the temporary Senior Council will be appointed by him. After ten members have joined, the SSA will hold its first meeting, at which point all positions will be elected.
