Resolution 1: The MRT Day Act
This resolution proposes that the United Cities unilaterally recognize July 13 of each year as MRT Day to commemorate the opening of the server in 2012. Its main purpose is to give the General Assembly and Security Council a chance to familiarize themselves with the process. Each member state is tasked with adding themselves to the table as they vote either YEA (yes) or NAY (no) and updating the vote tally.

Resolution 2: The Discord Server Act
Upon the passage of this resolution a Discord server would be created for the United Cities. Appropriate permissions and channels would be established for officers, Security Council members, General Assembly members, and Observers.

Resolution 3: The AX0 Planning Commission Act (Proposed by Soleurs)
(Endorsed by jphgolf4321, camelfantasy, and _AngelKevin_)
Upon the passage of this resolution, a committee would be formed, chaired by Soleurs, to assist the United Cities in the planning and construction of the AX0 server-wide ringroad. All members of the general assembly would be welcome to join if interested, and all plans run through the committee, handled by a channel in the Discord server, would be subject to GA resolution approval before submission to the staff and construction. The AX0 ringroad is a series of A roads acting as a sort of Circle Line of roads around the outer edge of the server to connect the entire outer server together. Parts of this road, segments of the A30, as well as the A50 and A90, have been built already, and this commission would work together to plan out the rest of the roads to best serve the server's cities, and assign builders to those roads that would complete it in a timely and aesthetically appealing fashion.

Resolution 4 The Southwestern Canals Proposition

Resolution 5: The Attainability Act
This resolution, upon passage, will amend the Constitution to allow anyone whose highest-ranking town ranks at least Mayor to run for an officer position in an election and creates eight at-large Security Council seats to be filled at elections. These positions would be open for all whose highest-ranking town ranks at least Mayor. Governors will still retain permanent seats and the number of at-large seats will always be equal to the Governors in order to maintain fairness in voting for all ranks while still recognizing the achievements of those with Governor towns. This resolution also provides for a special election to be held over the weekend of December 10 and 11 to fill those eight at-large seats.

Resolution Dies
Resolution 6: The Checks and Balances Act
Upon passage, this resolution would prohibit Security Council members from voting as part of the General Assembly. It would also remove the General Assembly Chair's vote from the General Assembly unless a tiebreaker is needed and the Vice President's vote from the Security Council unless a tiebreaker is needed there. As the Secretary of State has no special tiebreaker role, the officeholder will be allowed to retain his vote in either the General Assembly or the Security Council. To compensate for officers' loss of voting power, they will be granted the power to propose resolutions without having to collect three endorsements beforehand.

Resolution 7: The Presidential Elections Act
Sponsored by Skelezomperman
Co-sponsored by _InDev_ and camelfantasy 1
Upon the passage of this resolution, in elections for offices the Presidential and Vice Presidential candidates must run in tickets. The Presidential candidates shall pick their running mate, who will run for Vice President. Voting for President and Vice President will occur for tickets; opposing candidates cannot be elected to each position. There is no requirement for the Vice Presidential candidate to be in the same party as the Presidential candidate. In addition, the requirement for the Vice President to be a Senator or above is lifted; it is not lifted for any other officer positions. However, if a non-Senator Vice President has to fill a Presidential vacancy, the Vice President only becomes an Acting President, and a special election must be held for a successor within 14 days of the beginning of the vacancy for President.

1 Derpy_Melon in a private conversation was initially understood have have co-sponsored this resolution. This belief was proved false by his "nay" vote as it instead turned out he believed he was endorsing a candidate in a party primary.

- 1. Three endorsements were not secured before its proposal and it therefore should not have gone to a vote. I would have done something about it sooner than now had I noticed.
- 2. It over-complicates matters of presidential succession (see the 14 days clause).

Resolution 9: The Easing of Rank Restrictions on Officer Positions Act

This resolution if passed would loosen rank restrictions on the four officer positions (President, Vice President, Secretary of State, and General Assembly Chief) by lowering them to Mayor. The passage of this resolution shall not be construed to return rank restrictions to the office of Vice President if Resolution 7 is passed.

Resolution 10: Judicial Procedure Act
Proposed by KittyCat11231. Endorsed by Narnia17, cal76, and Derpy_Melon.
Upon the passage of this resolution, an official court of the United Cities will be established, which will have the jurisdiction to enforce the provisions set forth in the Constitution and settle disputes regarding the interpretation of the Constitution through binding court orders.
The court will consist of a three justice panel, including a chief justice and two associate justices. The Chief Justice will be elected in the same manner as all other officials at United Cities elections. Following the election of the Chief Justice, the Chief Justice will nominate two associate justices, who must then be confirmed by the General Assembly and Security Council by individual resolutions that will automatically go to voting upon the announcement of the nominations. In the event that a new Chief Justice is elected and decides to nominate an incumbent associate justice, the associate justice must be reconfirmed by resolution, as mentioned above. The rank requirement for Chief Justice and for the associate justices will match that of the majority of other official positions in the United Cities. The Chief Justice and associate justices will not be eligible to sit on either the General Assembly or Security Council, or hold any other office within the United Cities.
The court maintains the right to conduct proceedings as it sees fit with regards to general logistical procedure. The Chief Justice is responsible for the administration of the court. The court has the power to issue binding court orders by a majority vote among the justices. Each case must be presided over by the Chief Justice and at least one of the two associate justices. Any complaints made to the court must be responded to within one week of the complaint being issued. If this deadline is not met, due to the absence or negligence of any of the justices to appear to hear the case, the justices that are present must sign an affidavit, to be published on the wiki, of their presence with an explanation of the court's failure to meet the deadline. If the Chief Justice is the present justice in this occurrence, but the court cannot continue due to the absence of the associate justices, the Chief Justice may appoint two interim justices to preside over the case. If the two associate justices are present, but the court cannot continue due to the absence of the Chief Justice, the associate justices may preside over the case, with the Secretary of State presiding beside the associate justices. The Secretary of State, in this situation, is responsible for the administrative duties normally presided over by the Chief Justice, but is not granted a vote unless a tie-breaking vote is necessary. If the Secretary of State is unavailable, the Vice President will take the place of the Secretary of State, and if the Secretary of State and Vice President are unavailable, the General Assembly Chair will take the place of the Secretary of State.
Cases decided by the court are limited in scope strictly to manners of enforcement and interpretation of the Constitution, and the power of the court shall not be construed to enforce policies not written in the Constitution. Each justice of the court may be individually impeached by resolution in the same manner as any other official of the United Cities. In the event that an associate justice is impeached or leaves office, the Chief Justice must nominate a replacement associate justice, who must be confirmed, as mentioned above, by resolution. In the event the Chief Justice is impeached or leaves office, a special election must be held, as explained below, to elect a new Chief Justice, unless the Chief Justice leaves office within 15 days of a general election, in which case the process of replacing the Chief Justice will be postponed until the previously scheduled general election.
Immediately upon the passage of this resolution, or in the event that the Chief Justice is impeached or leaves office, a special election will automatically be put up to voting as a resolution to elect a new Chief Justice. First, a nomination resolution will be put up for 24 hours, in which any player may nominate a member of the United Cities to become Chief Justice, upon the agreement of the player being nominated. Then, a resolution will be opened for voting to elect the Chief Justice, which will remain open for 48 hours. In such resolution, the General Assembly and Security Council will vote at the same time, and each member's vote will count the same, regardless of whether the player is a member of the General Assembly or Security Council.

Resolution 8: The Meeting Times Act

This resolution would standardize meeting times for the two councils. It would require that each council convene on the final Saturday of each month at 4PM GMT (1600 UTC) under their presiding officers. It will not remove the ability for presiding officers to call meetings at other dates and times when necessary. It would also give the presiding officer the ability to cancel the monthly meeting if he/she feels that it would be unnecessary. If passed, the first meeting for the General Assembly and Security Council would be on Saturday, December 31, 2016.

This resolution grants officers who are not the President a vote in their respective council (either GA or SC but not both) to ensure councils cannot be reduced to a single active vote. This resolution will repeal parts of Resolution 6. Upon the passage of this act, the United Cities agrees to formally end hostilities with the TRONC. The UC also agrees not to attempt to undermine TRONC in its future endeavors. The United Cities acknowledges that itself and TRONC can peacefully coexist and work with each other to make a better MRT for everyone. This is a parallel resolution to TRONC Resolution 6. Resolution 6 was passed by TRONC to establish better relations with the UC.

Resolution 22: The Positive Campaigning Act
Proposed by jphgolf4321.
This resolution, if passed, would prohibit candidates for office or PACs which support them from producing ads that attack opponents' character, race, gender, religion, or sexual orientation. Negative ads about candidates' opinions are permissible only if the ad specifically attacks the opinion rather than the candidate who expresses it. Failure to adhere to this resolution would result in disciplinary action from the United Cities and, potentially, the Staff of the MRT Server.

Resolution 26: The Bicameral Realism and Reciprocity Act

This act serves as an alternative to the Restoration of Democracy Act. It seeks to equalize the membership of the General Assembly and Security Council, and secure certain rights for Security Council members so it may serve as an upper house in a bicameral UC legislature. We carry out these goals in three steps.
- Senator cities and city-states with a Senator city will move up a step, from the General Assembly to the Security Council. New members of the United Cities who are Senators will automatically join the Security Council. Mayor cities with membership in an SMP and therefore Senator privileges (for example, Freshney) will remain in the General Assembly until their mayor earns the Senator rank.
- The Security Council will have full reciprocity with the General Assembly. They can propose resolutions and initiate resolution voting in their own chamber, sending resolutions they pass to the General Assembly and then to the President. The General Assembly will keep their power to introduce resolutions the standard way.
- Finally, no matter what house a resolution is introduced to, its cosponsor must also be a member of the house in which the primary author has membership. A Senator can't cosponsor a Mayor's resolution, and a Mayor can't cosponsor a Senator's, with the exception of arbitration resolutions, impeachment resolutions, resolutions introduced in joint session, or resolutions proposed in a joint committee called to order by an officer.
To compensate for the cosponsor membership requirements, this act will also lower the cosponsor requirement from three to one for both houses.

This resolution if passed will authorize the President to appoint a five-member committee, known as the Department of Housing and Urban Development. This committee will create a sub page under the United Cities wikipage that shall consist of advice regarding building techniques and city development to help attain higher ranks. In addition, the members of the committee shall actively encourage members to assist in city development by building houses and businesses. The committee shall also have its own Discord channel, #hud. The committee members shall be appointed at each new Presidential term, however there shall be no requirement for confirmation of members.

Resolution 25 - Restoration of Democracy Act

This resolution provides for the abolition of the Security Council, due to its undemocratic nature in placing Governors at a higher level of power than other members of the United Cities, despite the fact that town ranks do not determine qualification to make decisions. Upon the passage of this resolution, all members of the United Cities that previously would be part of the Security Council will be part of the General Assembly and have full voting power in the General Assembly.
Upon the passage of this resolution, the General Assembly will have override power over Presidential veto. This resolution supersedes any mention of the Security Council in any previous articles and amendments. All resolutions will be open for a 24 hour voting period for the General Assembly.

Resolution 27: The General Assembly Chair reform Bill

This resolution, if passed, shall require:
- The General Assembly chairperson to be forced to resign, if for any reason, they are no longer a part of the General Assembly.
- An example of such, is the Assembly chairperson moving up to Governor rank, and henceforth, becoming a member of the Security Council, rather than the General Assembly.
- In the immediate aftermath of a General Assembly chairpersons forced resignation, an immediate election shall be called to select the new General Assembly chairperson.
- All new candidates must be from the ranks of the General Assembly itself.
- The election will take place over a 72 hour period.
- The first 24 hour period is for people to announce their candidacy.
- The second 48 hour period is for actual voting to commence.
- Once the election has concluded, the candidate with the most votes becomes the immediate, new General Assembly Chairperson.

This resolution, if adopted, will abolish the office of General Assembly Chair and transfer all its powers and responsibilities to the Vice President, though the President reserves the right to call a meeting if he feels it is necessary.

Resolution 29: Legal System Adjustment Act

This resolution lowers the amount of time specified in Amendment 6 for legal complaints to be responded to by the United Cities Court to 48 hours following the complaint being made on the wiki. This resolution also clarifies what is considered a "response" to a complaint, in that the Chief Justice may, with the approval of both Associate Justices, rule that a hearing is not necessary for the complaint, however without the approval of both Associate Justices to not hold a hearing, a hearing must be held, and the case will continue as specified by Amendment 6. If, when such a hearing is required, the Court should fail to proceed by the time limit, due to the absence or negligence of the Chief Justice or the Associate Justices, the same procedure will apply as specified in Amendment 6.

Resolution 31: The Election Procedure Act

This resolution, if passed, allows the President to nominate an Election Clerk confirmed by the General Assembly who is not a current member of the United Cities. A new Clerk is to be nominated for each election, though the same player may serve as Clerk for as many elections as they are nominated and subsequently confirmed. The Clerk would be in charge of both creating and publishing the results of a Google Form to be used for official voting. The ballot will request voters submit their username to ensure nobody votes twice, though the usernames will never be released to the public.

godzilltrain: I personally think that, seeing as the Chief Justice is meant to be an impartial member of the UC in order to settle disputes, why this role can't be carried out by them.
- To answer godz's question, the reason it can't be the Chief Justice is because the Chief Justice is usually going to be running for re-election and I didn't even want to risk the potential of having that result in claims of a conflict of interest. To address mineman's claims, the only reason I have the name thing in there is because it's simpler than your code system and only requires one person to work correctly. In real elections you have to show some form of identification with your name on it to vote. The username requirement exists for that reason only. Resolution 32: Fair Voting Act

On passage of this resolution, 2 election clerks will be nominated by the president and general assembly. These 2 clerks would mean each member's vote is not seen directly by the clerks and would prevent corruption and bribes. The 2 clerks between them will have 2 different documents with 2 different jobs:
- One clerk owning a list of all of the codes used to access the voting and will own the google form.
- One clerk who is responsible for handing out these codes to UC members
A list of codes will be made by the first clerk, and will have them in a list. On election day, the list of codes will be handed to the second clerk will give the codes out in a random order to UC members. The first clerk must NOT know who these codes are being handed to.
When all of the voting forms are in or the time period is over, the first clerk will receive all of the voting forms and then confirm if each code is on the list. The second clerk must NOT see the responses.
When the votes are verified and counted, the winners will be announced by the first clerk.
This resolution also overrides Resolution 31.

Resolution 33: The Electoral Compromise Act
This Resolution seeks to formulate a compromise between Resolutions 31 and 32.
Rather than using an overly complicated code system involving two Election Clerks or forcing people to submit their usernames to one Clerk, the ballot will request the voter submit a permanent identification code assigned to them by the President from a randomly-generated list of codes. The list of possible ID numbers will be handed over to the Clerk, who will use them to validate ballots. With new members joining, new codes will be assigned accordingly from the registry of available codes.

Since many UC Observer states maintain their limited status due to their insufficient town rank, since the town rank of Councillor is required to be a full member state in the UC. These individuals should not be prohibited from voting solely because of their low town rank. Therefore, this resolution, upon passage, would explicitly give member states the right to vote in officer elections. This act also supersedes any language in the constitution that would contradict the right of observers to vote as established by this act.

Resolution 35: The Elections Act

Upon the passage of this resolution, the voting for the January 2017 election will not begin until the conclusion of debates for each position up for election. The debate must be at a time scheduled at least 48 hours in advance with each candidate notified of the debate. If a candidate does not attend the debate, the United Cities is not responsible for their absence, however they may notify of their absense and appoint another player to speak on their behalf. If the debates fail to happen before the time established in Amendment 8, the voting will open immediately upon the conclusion of the debates. If the debates are finished, voting will open at 7 PM UTC-6 on Sunday, January 15th, 2017. Voting will last for exactly seven days, and if there are any delays in the opening of voting, the time limit for the closing of voting must be adjusted. In the event the voting form is not closed by the deadline for the conclusion of voting, any votes submitted until the closing of the vote will continue to be accepted. In the event the debates should have not happened by one week following the scheduled opening of the voting form, the United Cities Court will have the power to schedule an emergency hearing with the leaders of the United Cities and the candidates up for election and will have the power to appoint an organizer of the debates and provide a time mandate for the debates. The clauses of this amendment will also apply to future elections, minus the specific date of the election.

A note from kiwirainbow: Although I agree with the idea of debates, I suggest we do not modify the current election date, as it will lead to confusion and set a precedent for the future of not needing to stick to deadlines. I support the idea of adding debates and potentially extending voting to a whole week for future elections, however.
Another note from mjpwwf: I also believe debates would be valuable to popular outreach and would help to differentiate each candidates' ideas and platforms, on one condition: that they be hosted and planned by private, impartial networks such as MBS, and not by the UC government. That way, we can better ensure questions are fair, unbiased, and not tilted toward one candidate or the other. I realize that my stance may seem out of place or extreme to some extent. Don't get me wrong; I support the extension of the voting period to seven days, and would support a standalone resolution securing this provision. However, I do not trust bureaucracy with managing the continuity of the entire government, and until it is clarified or amended that the debates will be organized by private groups, I cannot, out of my conscience and passion for a consensual government, vote yea.

Resolution 37: The Alternative Vote Bill

This proposed legislation is designed to make the election process more fair, by removing the spoiler effect, in which voters feel that they must pick a more popular candidate over their preferred one.
If this proposal passes then:
- The system of voting shall change from a plurality to a majority of votes (50%) needed to win the election.
- The voting will henceforth use an Instant-runoff style of voting.
- Each candidate shall, rather than vote for their preferred candidate, vote by writing all the candidates in a list, from most to least preferred.
- The Clerk shall then add up all of the first preference choices.
- If one choice has more than 50% of the vote, then that candidate will automatically win the election.
- The Clerk must eliminate the candidate with the lowest amounts of votes if no candidate wins over 50% of the vote
- The Clerk shall then look at all the people who voted 1st preference for the failed candidate and instead add their 2nd preference vote to their candidates total votes on the original voting form.
- If no candidate has not yet reached 50%, then the Clerk will need to repeat the process with eliminating the 2nd lowest ranking candidate.
- If the 2nd eliminated candidate was a voters 2nd preference vote, then their 3rd preference shall be added (and so on).
- In the event that someone's 2nd preference vote has already been eliminated, then that vote will be discarded.
- The election will only be won when either one candidate has over 50% of the vote, or they are the only candidate left.
- This proposal will be enacted immediately for all future elections, including the first major elections in January.

Resolution 38: The Campaigning Act

Upon enaction, this resolution provides for the re-creation of the Campaigns page in a more organized form. All candidates will be listed under the role for which they are running. Next to their names will be indications of whether or not they approve of the publication of attack ads against them. All candidates will be assumed to disapprove of attack ads against themselves until they indicate otherwise. In addition, those who disapprove of attack ads against themselves will be prohibited from publishing attack ads against other candidates. This rule also applies to Super PACs run by candidates on the disapproving list. However, these candidates and their Super PACs may still publish positive ads about themselves and/or their parties. Failure to abide by this legislation would result in a review of the case by the Supreme Court and either a demotion to Observer status for a month or expulsion from the United Cities.

Resolution 39 The Regional Headquarters Act

This resolution, when passed, will authorise the president to appoint a 5 member committee, known as the UC Regional HQ committee. The committee will be responsible for building the Regional headquarters for the United cities. Once completed, ALL members of the UC will have a choice whether to put the regional HQ in their town or not for symbolic purposes. In an event that the UC does dissolve, or cease to exist, all members will have a choice whether to keep the HQ or not for historical purposes.

This resolution exists to clarify the term limit procedure in the Constitution. It will be amended to read as follows:
- "After completing two consecutive terms, any officeholder except the President is permitted to run for any office except the one they currently hold. For example, an outgoing two-term Vice President may run for President, Secretary of State, or Chief Justice but not for a third consecutive term as Vice President. Outgoing two-term presidents may not run for any officer position. However, they may run for any position after spending one term out of office."

A note from mjpwwf: I support the establishment of term limits for continuous rotation of new officials. We have established provisions for term limits out of the gate, which is a good start, but the definition of term limits as stated in this resolution is flawed and dangerous. If a person is not restricted from running for a different office, it would be incredibly easy for people to use this resolution to spend term upon term in power by constantly floating between jobs. At that point, the noble goal of continuity and rotation of power is wasted, and "shared power" becomes shared by the same hands over and over again.
As a pragmatic mayor, I will not speak against a resolution without proposing a fresher, safer, and simpler alternative, and here's what I have in mind for an alternative to Resolution 40.: Any officeholder, including the President, may not run for any office in the United Cities immediately upon completion of their term. They may run for office again after spending one term out of office.

This resolution shall serve to make projects easier to undertake. Upon the passage of this resolution, the President shall be allowed to, with the approval of two officers, create any committee and/or Discord channel for the purpose of planning projects. Any committees created using this method are hereby known as executive committees, and all committees created through a resolution are known as legislative committees. Executive committees shall not be allowed to undertake any projects without the approval of the General Assembly; for the purposes of clarity, approval shall be conducted through a normal resolution with the President approving or vetoing with the GA retaining the ability to override vetoes. Legislative committees shall have the ability to undertake projects without GA/Presidential approval unless specified otherwise. Resolution 43: The Fixing of Debate and Election Times Act

Elections officially shall be fixed to have voting begin on the third Sunday of every third month, starting in April 2017, at 7 PM GMT-6. The election shall last for a week (7 full 24-hour days), and officers shall take office immediately upon the release of results of the election. Resolution 44: Authorization for the Committee on the Construction of Canals to construct any canal

This resolution shall grant the Committee on the Construction of Canals, an executive committee created on January 16, 2017, authorization to propose any canal approved by the committee to the staff of the Minecart Rapid Transit server. It shall also be mandated that all canals are legally under the ownership of the player who sent the email to propose the canal and any others assisting are contractors, however the canal shall be considered to be property of the United Cities if they are proposed and debated within the #canals Discord channel, with the legal owner as the caretaker.

Godzilltrain: I agree with the actual construction part of this, however I disagree with the "canals are legally under the ownership of the player who sent the email to propose the canal", as I believe that it should be under the ownership of whoever constructed it, in case whoever sends an email doesn't get around to building it themselves and someone else does it on their behalf.

Resolution 45: The Officer Succession and Inactivity Act

This resolution shall establish lines of succession for all officers in the United Cities and strip powers from inactive officers.
The President shall, as already stated in the main body of the Constitution, be succeeded by the Vice President in the event the seat of President becomes vacant; if there is no Vice President, then after the Vice President is the Secretary of State, Chief Justice, and the Associate Justices, ordered by either earlier date of the assumption of office and then earlier join date in the United Cities.
If the office of Vice President, Secretary of State, or Chief Justice become vacant, then the President shall nominate the successor and the nominee shall become confirmed by a simple majority of the General Assembly.
If the office of Associate Justice becomes vacant, the Chief Justice shall nominate the successor, and the General Assembly shall confirm the nomination normally; the President shall reserve the right to veto such resolutions.
If any officer fails to join the MRT Minecraft Server or vote on a United Cities resolution for 15 days, they shall be marked inactive and have their powers stripped. The powers of such office shall be given to another person who shall be entitled “Acting [Officer].” If this occurs to the President, the Acting President shall be given to the Vice President, but if the Vice President is inactive, it follows the line of succession. If this occurs to any other officer, the President shall choose someone to execute the powers without needing approval of the General Assembly.
If an officer returns after having his power stripped by voting on a United Cities Resolution or joining the MRT Minecraft Server, then he/she shall receive his powers back from the person acting in his/her office. However, if an officer reaches 30 days of inactivity, an impeachment resolution must automatically be put to the General Assembly for voting on that officer.
Finally, if an officer knows that he/she will become inactive and unable to execute their powers, the officer may publicly declare that he/she will be inactive on the MRT wiki, in which case the succession for a replacement to act in his/her place shall be commenced in the same manner as if powers were taken away involuntarily. If this occurs, the officer shall not be marked inactive and will not be automatically impeached after 30 days of inactivity.
It should be noted that Acting officers fully take all the powers of the inactive officer. For example, if a Vice President becomes Acting President, then that person shall lose voting rights in the General Assembly but gain the ability to pass or veto any resolution, and the original President shall receive voting rights in the GA back but cannot veto resolutions anymore. Vice Presidents acting in the position of President shall also choose someone to act as Vice President as he shall lose tiebreaker votes in the GA while acting as President.

Resolution 48: Election Clerk Management Act

This resolution serves as an extension to Amendment 21 and declares any previous president banned from being voted into the election clerk role due to his ownership of the member codes. The new president will be given a separate role as Election Manager in which it is his job to hand out valid codes to new members before an election.
